Appoint Supervisor Tom Torlakson (primary representative) and Supervisor Mark DeSaulnier (as alternate) to represent Contra Costa County on the Governing Board of Representatives for the East County Water Management Study. 1 b. Appoint Roberta Goulart, County Water Agency Staff, to represent the County Water Agency on the Joint Managers Committee for the East County Water Management Study. 1 c. Appoint Paul Causey, General Manager, Delta Diablo Sanitation District, to represent County Sanitary District 19 on the Joint Managers Committee for the East County Water Management Study. 2. Authorize the County Public Works Department and the County Community Development Department to proceed with a background study to better determine relevant policy regarding creek setbacks. Financial Impact There is no financial impact associated with the appointments to East County Water Study oversight committees. About $10,000 is estimated to be necessary for the purchase of aerial photos and staff time for the creek study; funding from the current operating budgets will be utilized so that no additional funding will be necessary. In January 1992, Supervisor Torlakson initiated and the Board approved a referral to the Board's Water Committee to evaluate and initiate a comprehensive water master plan for the east county area. In January 1994, Contra Costa Water District (CCWD) released the first phase report, detailing supply and demand issues in east county through the year 2050. In April 1994, Supervisor Torlakson held an east county water workshop in Brentwood where issues of concern to all east county parties were discussed, and CCWD presented the phase one study. Since that time, the 11 agencies which now comprise the East County Water Management Group have been meeting to establish content, methodology, financing and other mechanisms to facilitate preparation of the detailed, comprehensive phase two study. The Water Management Group has prepared an agreement between all agencies to provide for public agency cost sharing,a schedule for study completion, outline of administrative procedures, and sets up a committee of Governing Board Representatives in addition to the Joint (water) Managers Committee. The study is expected to be of approximately 2 years duration. The Water Managers Group has done much to expedite this process and enable some short-term solutions to be available by mid-1996. The east county study area includes the Cities of Pittsburg, Antioch and Brentwood, and the unincorporated areas of east County. Water managers in the cities and county are currently meeting with district counterparts from the East Contra Costa Irrigation District, Byron Bethany Irrigation District, Contra Costa Water District, Diablo Water District, Sanitary District 19, Delta Diablo Sanitation District, and Ironhouse Sanitary District. 2. Several letters have been received by the Board related to the need for a policy which protects creeks. The letters have been referred to the water committee, which met on November 7, 1994 and discussed this issue. The fact that a riparian corridor policy does exist, having been initiated through the Public Works Department, prompted the Water Committee to recommend discussion among all parties to determine if, after review of existing policy, outstanding issues remain. The Community Development Department and Public Works staff met, and on February 6, 1995 recommended to the Board's Water Committee that a study be conducted to better determine the need for additional policy related to creek setbacks.
