RECOMMENDATIONS
1. Accept annual report on County Employee Transportation Demand
Management (TDM) Program for 1994 ;
2 . Establish a County Task Force of departmental employee
transportation coordinators (ETC' s) ;
3 . Reaffirm support for existing TDM program elements including
flexible work schedules, telecommuting, daytime use of County
vehicles, and use of County vehicles as carpools.
4 . Direct department heads to cooperate in implementing TDM
efforts.
FISCAL IMPACT
Community Development Department staff support for the County
Employee TDM Program is funded by Measure C (1988) . Staff costs
for 1993-94 were approximately $58, 000. In addition, grants have
been secured from the Bay Area Air Quality Management District
($27, 250) and the Contra Costa Transportation Authority ($124,775)
for the pilot telecommuting program and to acquire four new vans
for employee vanpools. Costs incurred by departments to meet TDM
requirements impact general fund revenues by an unknown amount.
Nonparticipation in the TDM program could expose the County to
fines as well as to negative publicity.
BACKGROUND/REASONS FOR RECOMMENDATIONS
As a major employer (Contra Costa's third largest) , the County is
required by Measure C (1988) , the state-mandated Congestion

Management Program, and regulations of the Bay Area Air Quality Management
District (BAAQMD) to participate in transportation demand management (TDM)
programs and to help its employees find alternatives to driving alone to work.
Failure to participate could expose the County to fines beginning at $100 a day
for each day of noncompliance, increasing to $500 per day for each worksite.
Previous Board Actions
The Board has previously authorized use of County vehicles as carpools, flexible
work schedules, a pilot telecommuting program, and designation of on-site
employee transportation coordinators at work sites of 100 or more employees.
Collectively, these efforts are referred to as the County Employee TDM Program.
In addition, the availability of County pool vehicles for daytime County
business provides an incentive to carpool or use transit to work.
1994 Employee Transportation Survey
Thirteen County buildings with an aggregate of 2800 employees conducted
transportation surveys in May 1994 . The results of this survey are summarized
in Exhibit A. Although the response rate of the 1994 survey showed a major
improvement over the 1993 survey, only four of the thirteen buildings surveyed
achieved the 1994 performance standard. ' The improvement in the response rate
may be attributed to presence of on-site employee transportation coordinators
(ETC's) . Coordinators from the nine County buildings which did not meet the
1994 VER were required by Air District regulations to complete a trip reduction
plan which identifies the measures that will be taken at the work site to
encourage more employees to use commute alternatives. Plans must be approved
by the regional TDM program coordinators.
1995 TDM Program
Stepped-up efforts will be needed during 1995 in order to meet the performance
standard. In 1995 the VER standard will be 0. 83 and will become even more
restrictive each year through 1998. Financial constraints may affect the
availability of County vehicles for business use and for carpools in off-hours.
To ensure that the best effort is made to avoid an assessment of fines against
the County, the Committee recommends that a task force of County employee
transportation coordinators (ETC's) be formed to review and evaluate current
performance and develop recommendations for measures that the County may take
to increase employee use of commute alternatives. This task force would be
staffed by the Community Development Department and would meet several times a
year, as needed. County ETC's are listed in Exhibit A.
In addition, ,during 1995 CDD staff will (1) assist coordinators to implement
trip reduction programs; (2) report to the Board on the evaluation of the pilot
telecommuting program; and (3) work with the General Services Department to
continue the provision of County vehicles for County business, carpooling and
vanpooling. Two new work sites will have over 100 employees in 1995 and will
be subject to trip reduction ordinances: the Social Service building in Hercules
and the General Services/Public Works facility on Waterbird Way near Martinez.
County worksites which are not subject to the trip reduction ordinance will
continue to participate in the TDM information program and other voluntary
programs such as Spare the Air and California Rideshare Week, which are
coordinated by CDD.
' The BAAQMD 'vehicle employee ratio' (VER) for 1994 was 0.87 for Contra Costa County. VER is a ratio
of the number of cars used by employees who report to work between the hours of 6 and 10 a.m., divided by the
total number of employees reporting for work during those hours. VER takes into account employees who
telecommute or work a compressed work week schedule such as 9/80 or 4/40, because these practices eliminate
trips.
