SUBJECT: Report on Guidelines for Referrals to the Transportation Committee
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Reaffirm Board policy; that all transportation matters, including
individual recommendations from Board members, shall be referred to
the Transportation Committee, except for the following Road and
Transportation "Consent Items" :
a. Obligation of state and federal transportation funds;
b. Approval and environmental clearance of construction projects;
c. Contract Administration items for construction contracts
including advertisement, addendums, award, and change orders;
d. Cooperative Agreements and Joint Exercise of Powers Agreements
regarding minor construction projects;
e. Contracts for environmental clearance, right-of-way
acquisition, and design of construction projects; and
f. Resolutions regulating parking, speed, and stop signs, or
vacation of right-of-way.
BACKGROUND
On June 16, 1987, the Board of Supervisors enacted a policy
requiring all transportation matters, including individual
recommendations from Board members, be brought to the
Transportation Committee for review and action prior to placement
on a Board agenda.
The Transportation Committee subsequently adopted operating
guidelines because many transportation matters include routine
items placed on the Board's consent calendar for Road and
Transportation. The Committee felt that routine matters

under Road and Transportation need not be reviewed. The operating guidelines
identify exemptions to the Boards' June 16, 1987 policy and are defined a's
follows:
a. Obligation of state and federal transportation funds;
b. Approval and environmental clearance of construction projects;
c. Contract Administration items for construction contracts including
advertisement, addendums, award, and change orders;
d. Cooperative Agreements and Joint Exercise of Powers Agreements regarding
minor construction projects;
e. Contracts for environmental clearance, right-of-way acquisition, and design
of construction projects; and
f. Resolutions regulating parking, speed, and stop signs, or vacation of right-
of-way.
The Board committee appointments of January 9, 1995 changed the composition of the
Transportation Committee. The new Committee members reviewed the Board's policy
and the operating guidelines 'of the previous Committee. The Committee concurs
with the policy and guidelines and requests the Board to reaffirm its policy on
referrals to the Transportation Committee as described in the recommendation.
