HomeMy WebLinkAboutMINUTES - 02141995 - 2.3 TO: BOARD OF SUPERVISORS FROM: VAL ALEXEEFF, DIRECTOR GROWTH MANAGEMENT & ECONOMIC DEVELOPMENT AGENCY DATE: FEBRUARY 14, 1995 SUBJECT: CONTRACOSTAWORKS ADVISORY COUNCIL SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUS'rIFICATTON RECOMMENDATIONS: ADOPT the recommendations provided by the ContraCostaWORKS Advisory Council and REQUEST staff to return with a work program for response to these recommendations. FISCAL IMPACT: 120 hours of staff time was spent working with this committee. An additional 8 hours will be required in order to develop the work program. At that time, additional staff time and resources will be identified. General Fund impact uncertain. BACKGROUND/REASONS FOR RECOMMENDATIONS: On December 13, 1993,the Board of Supervisors formed the ContraCostaWORKS Advisory Council to see what the group could come up with in order to assist business in Contra Costa County. The group was comprised of representatives from the following perspectives: industry, small business, community, labor, environment, education, and cities. It was felt that if a group representing the larger forces in society could agree on some issues and some direction, then the County as a whole would have a chance to succeed in this endeavor. FEBRUARY 14,1995 PACE 2 The committee meetings began with people indicating their positions and their perspectives. Some speakers were provided to stimulate thinking and the group settled down to develop a list of ways in which business and industry could be retained, enhanced, and attracted to Contra Costa County. The list started out very long and through a process of editing, the group came up with items that would be helpful and implementable. This effort should be viewed as a compliment to the business approach offered by the economic strategies group working through the Contra Costa Council. The participants should be commended for their ability to cope with the frustration caused by diverse and sometimes conflicting points of view. Many times, members expressed frustration at how little was done compared to a group where everyone shared similar points of view. The group, however, was able to rise to a higher level of outlook and found bridges among the conflicts.
