RECOMMENDATIONS
AUTHORIZE the Deputy Director - Redevelopment to circulate a Request
for Developer Qualifications for Area 4, a Redevelopment Agency-owned
very high density residential site in the Pleasant Hill BART Station
Area.
FISCAL IMPACT
No General Fund monies are involved. Financial terms will be
negotiated with a developer upon their designation. Only
Redevelopment Agency funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Area 4 (South) is an approximate 5 acre assemblage of property that
is owned by the Contra Costa County Redevelopment Agency. The
Pleasant Hill BART Station Area Specific Plan designates this property
for multiple family residential, very high density. The site has a
capacity for 200+ residential units .

On January 25, 1994, the Board authorized a contract with Sedway Kotin Mouchly
Group (SKMG) to prepare a market study and, if appropriate, a Request for
Developer proposals . Based on the market study and the level of developer
interest, it seems appropriate to proceed with release of the Request for
Developer Qualifications at this time.
The timetable for the developer selection process provides for submittal of
developer qualifications on March 24, 1995. The Agency would then screen the
qualifications submitted to a short list of developers, from whom Request for
Proposals would be requested. Request for Proposals would be due in early June.
Selection of a developer by the Agency would occur in July, as tentatively
outlined. Selection criteria include the following:
Developer' s prior experience in managing high quality, mixed income,
multifamily developments;
• Developer' s experience with public/private joint venture
developments;
• Developer' s experience in transit-based development;
• Developer' s financial capacity;
• Developer' s local development and management experience.
