SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
L RECOMMENDED ACTION:
APPROVE set aside of$5,000 for the 1995 College Scholarship Award Program from Housing Authority
Local Management funds,as recommended by the Advisory Housing Commission.
IL FINANCIAL IMPACT:
The$5,000 necessary to continue the college scholarship awards program,begun in 1985,will be funded
from Housing Authority Local Management funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The criteria developed at the implementation of the college scholarship awards in 1985 will remain the
same,with the addition of wording adopted in 1986 which expanded scholarship eligibility to include any family
member whose family currently receives subsidy under the Section 8 programs administered by the Housing
Authority of the County of Contra Costa,as well as individuals who have previously received scholarship awards
through the Housing Authority's College Scholarship Award Program. The awards are one year'-grants of$850.00
for students who will attend a four-year college and$400 for students who will attend a community college or
vocational/technical school.
At its regular meeting on Monday,February 13, 1995 the Advisory Housing Commission moved to
recommend that$5,000 be set aside from Housing Authority Local Management funds for use as college
scholarship awards in 1995.
IV. CONSEQUENCES OF NEGATIVE ACTION;
Should the Board of Commissioners elect to not approve the set aside of$5;000 for use in the College
Scholarship Award Program,the Housing Authority would be forced to abandon this worthwhile endeavor.

1995 COLLEGE SCHOLARSHIP AWARDS INFORMATION
The Housing Authority of the County of Contra Costa is offering College
Scholarships Awards for graduating high school seniors who currently
live in a public housing development or receive Section 8 rental
housing assistance administered by the County Housing Authority. A
total of $5,000 in scholarship awards will be made in 1995. The
awards are one year grants. The amount of the awards is:
$850 - for students who will attend a four-year college
$400 - for students who will attend a community college
or vocational/technical school
To be eligible for a Housing Authority Scholarship Award, a student must:
1. Demonstrate financial need in order to continue with education
in a college or technical/vocational school .
2. Be accepted by an accredited four year college/university,
community college, or technical/vocational school or be
currently enrolled in such a school or college.
3. Be a current resident in a public housing development
or receive Section 8 rental housing assistance
administered by the Housing Authority of the County of
Contra Costa.
Applications are screened and some students will be requested to appear
for an interview. All applications and required documents must be
received by the Policy & Strategy Committee, Housing Authority of the
County of Contra Costa, Post Office Box 2759, Martinez, California
94553 by 4:30 p.m., May 3, 1995.
Applicants will be evaluated and judged on the following criteria (not
necessarily in the order of importance) :
1. Financial need.
2. Letters of recommendation.
3. Scholastic record.
4. Activity or work record.
5. Evidence of leadership and character.
6. Scholarship application.
7. Oral interview. (Finalists will be interviewed by the
Scholarship Committee.)

Required Documents:
1. Completed application form.
2. At least three letters of recommendation from the following sources:
(1) parent, (2) teacher or counselor, and (3) a person from the community
other than a relative or someone associated with the school .
3. Official Copy of high school transcript; SAT or ACT test scores, if
applicable.
4. Copy of college acceptance, if received.
5. Photograph, either yearbook or snapshot.
Screening & Notification: Candidates should be prepared to attend oral
interviews upon two weeks' notice by the Scholarship Committee.
Awards Presentations: Recipients will be expected to attend an event arranged
by the Housing Authority to introduce. the winners.
Disbursement of Funds: Upon proof of enrollment and verification of studies, a
check will be forwarded to the college or vocational/technical school that you
will attend.
Disqualification: In the absence of suitable candidates, the Scholarship
Committee reserves the right not to award any or all scholarships.
Deadline for Applications: All required documents must be received by the
Scholarship Committee, Housing Authority of the County of Contra Costa, Post
Office Box 2759, Martinez, CA 94553 no later than 4:30 p.m. on May 3, 1995.
