Norris Upon the ) Occasion of His Retirement ) From the Bay Municipal Court ) Resolution No. 95/62 WHEREAS, after serving in the U.S. Army during World War II as a translator of Japanese military code messages having been selected for the Army Specialized Training Program at Harvard University where he studied Japanese language; and WHEREAS, he subsequently attended a summer session at the University of California, Berkeley and then Hastings College of Law, graduating in 1950; and - WHEREAS, he practiced law in Richmond until 1982 whereupon Governor Jerry Brown appointed him to the bench of the Bay Municipal Court; and WHEREAS, Judge Norris has served as the Presiding Judge of the Bay Municipal-Court twice and has served with distinction on various committees dealing with the administration of the court; and WHEREAS, Judge Norris has been active in community organizations including the United Way, Boys' Club and the Contra Costa Legal Services as a founding member: NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County commends Judge Allen Norris for his outstanding judicial career and joins with his wife, Annette, his children, grandchildren and many friends in wishing him much happiness and good health during his retirement years.
