C.60 LETTER dated November 10, 1995, from R.L. Jacoby, Manager, Environmental
Conservation Department, Martinez Manufacturing Complex, Shell Oil Products
Company, P.O. Box 711, Martinez, CA 94553, informing residents that as a part of
the United States Environmental Protection Agency Facility Permit process, Shell's
Martinez Manufacturing Complex will cease burning hazardous waste in its incinerator
on December 31, 1995.

C.61 LETTER and REPORT dated November 17, 1995, from Annette Rose,
President, the Board of Supervisors of Marin County, Administration Building,
Ste. 315, 3501 Civic Center Drive, San Rafael, CA 94903, advising that
they unanimously voted to request the House of Representatives and the
United States Senate to refrain from passing the current Health and Welfare
"Reform" Proposals until appropriate public hearings and a completely
objective analysis can be obtained.

RESOLUTION NO. 95/ 159
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANTIOCH
REQUESTING CONTRA COSTA COUNTY BOARD OF SUPERVISORS
TO GRANT JURISDICTION AND TO PARTICIPATE IN
"L" STREET UTILITY UNDERGROUNDING DISTRICT (PW 300-141
WHEREAS, the City of Antioch desires to undertake proceedings
for the "L" Street Utility Underground District, PW 300-14; and
WHEREAS, some of the areas where utility facilities are

right-of-way jurisdiction; and
WHEREAS, the City of Antioch desires the County to participate
in the "L" Street Utility Undergrounding District for that portion
within the County' s right-of-way;
NOW, THEREFORE, BE IT RESOLVED that the Antioch City Council
hereby requests the Contra Costa County Board of Supervisors to
grant to the City of Antioch jurisdiction to proceed with the
project and work in the areas of the County' s right-of-way, and
further requests the Board of Supervisors to approve County par-
ticipation under Rule 20A for utility conversions in the portion of
the project attributable to the County right-of-way.
I HEREBY CERTIFY that the foregoing resolution was passed and
adopted by the City Council of the City of Antioch at a regular
meeting thereof, held on the 26th day of September, 1995, by the
following vote:
AYES: Council Members Rocha, Rimbault, Payton, Hernandez,
and Mayor Herendeen
