Jacoby, Manager, Environmental Conservation Department, Martinez Manufacturing Complex, Shell Oil Products Company, P.O. Box 711, Martinez, CA 94553, informing residents that as a part of the United States Environmental Protection Agency Facility Permit process, Shell's Martinez Manufacturing Complex will cease burning hazardous waste in its incinerator on December 31, 1995. To: INTERESTED NEIGHBORS OF THE SHELL OIL COMPANY MARTINEZ MANUFACTURING COMPLEX This letter is to inform you of revisions being made to the US EPA Facility Permit issued to the Shell Oil Company Martinez Manufacturing Complex(Shell MMC). SUMMARY OF REVISIONS: Shell MMC will cease burning hazardous waste in it's Incinerator on December 31, 1995. The Facility Closure Plan has been modified to reflect this change in operating status. The Plan specifies procedures for waste management,decontamination, sampling,testing and certification once the incinerator is no longer in hazardous waste service. The Department of Toxic Substances Control requested additional information relating to the Closure Plan,and that information is currently being collected for resubmittal to the Department. The completed Closure Plan will be located in Section I of the Hazardous Waste Facility Permit Application. This modification to the Closure Plan is considered a Class 1 modification and also requires DTSC approval,written notice of the modification to all people on the facility mailing list and notification in a major local newspaper. Copies of the MMC Operations Plan,Hazardous Waste Facility Permit and Permit Application are available for review at the Martinez and Pleasant Hill Public Libraries.
