SUBJECT: Reallocation of FY 1992/93 CDBG Funds from the Leland Village Housing
Project to the FY 1995/96 CDBG Housing Development Assistance Fund
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE the reallocation of $250,000 in FY 1992/93 Community
Development Block Grant (CDBG) funds originally allocated to Pacific
Community Services, Inc. for the Leland Village Housing Project to. the
FY 1995/96 CDBG Housing Development Assistance Fund.
FISCAL IMPACT
No General Funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 7 , 1992, the Board of Supervisors approved an allocation of
$250, 000 in FY 1992/93 CDBG Housing Development Assistance Funds to
Pacific Community Services, Inc. (PCSI ) for the Leland Village

Affordable .Homeownership Project in Pittsburg. Due to changing
market conditions and delays caused by the inability of PCSI to
obtain additional required financing, PCSI lost site control with
the result that the project site was sold to a for-profit
developer. Consequently, PCSI has notified the County that the
Leland Village Project can no longer proceed and has requested that
funds allocated to this project be rescinded. Therefore, it is
recommended that the funds be reallocated from the Leland Village
Project back to the FY 1995/96 CDBG Housing Development Assistance
Fund for use in funding additional affordable housing projects as
they develop in the future.
