BACKGROUND/REASONS FOR RECOMMENDATION: On March 7, 1995, your Board authorized the Chair to execute an agreement between the Contra Costa County Fire Protection District and the City of Walnut Creek for the joint funding and construction of a new fire station to be constructed by the City of Walnut Creek for the relocation of Fire Station No. 3 in that city, and further authorized the County Auditor-Controller to transfer $677,500 from the District's Development Fee Trust Fund to the City to cover the District's estimated share of the construction cost. It was also understood that, depending on the project's final cost, the District may have to transfer an additional amount to the City of Walnut Creek. Recent discussions between the District, the City and the architectural firm of Loving & Campos have shown the project cost has increased from $1,100,102 in August 1994 to $1,360,102 at the present time. This represents a cost increase of$260,000 which is due to the following four (4) factors: 1) increased and extensive earthwork required at the Rossmoor site 2) accommodate building official requirement for handicapped accessibility to all building spaces 3) market factors between August 1994 and the present and 4) increased contingency for the construction and project reserve. In view of the cost increase and prior understanding, an additional $260,000 needs to be transferred to the City of Walnut Creek from the District's Trust Fund. This will bring the District's total project contribution to $937,500 ($677,500 plus $260,000).
