SUBJECT: Approval of Trash Cleanup Option
Following its consideration of the options presented by
Supervisor Bishop, IT IS BY THE BOARD ORDERED THAT:
1. Three individual customer on-call cleanups are
SELECTED for the calendar year of 1996; and
2 . The Director, Growth Management and Economic
Development Agency, is DIRECTED to notify the
Central Contra Costa Solid Waste Authority (CCCSWA)
of the preferred option prior to January 1, 1996.

SUBJECT: Board Designate Preferred Jurisdiction-'wide Trash Cleanup Option
SPECIFIC RMUEST(S7 OR RECOMMENDATIONM do BACKGROUND AND JUSTIFICATION
The solid waste collection franchise agreement between the Central Contra Costa Solid Waste Authority
(CCCSWA), of which the County is a member, and Browning-Ferris Industries, provides for three (3)
annual residential trash cleanups in each jurisdiction.(See attached). Prior to January 1, of each year,
each local jurisdiction must notify Browning-Ferris as what method of jurisdiction-wide cleanup it has
selected for the coming calendar year:
* 3'pre-scheduled jurisdiction wide cleanups;
* 3 individual customer on-call cleanups; or
* a combination of both.
RECOMMENDATION:
1. ' BOARD SELECT three (3) on-call cleanups for the calendar year of 1996 and
2. DIRECT STAFF to notify CCCSWA of preferred option prior to January 1, 1996.
FISCAL IMPACT:
The cost of three (3) annual jurisdiction-wide cleanups is included in the residential collection rates.
DISCUSSION•
Browning-Ferris Industries has already instituted on-call jurisdiction-wide cleanups in the cities on
Antioch, Benicia and Martinez as well as all other unincorporated areas of the County which it serves.
On-call service appears to be popular with residents and has been requested by a number of residents in
the CCCSWA franchise area. Advocates of this method attest that it allows residents to-betterplan and
more effectively utilize this opportunity to discard,or recycle cast-offs at their own pace and personal
schedule. There have been many complaints that the pre-scheduled cleanups either force residents to
inadequately utilize cleanup day or to miss it entirely to due to schedule conflicts.
Critics of the on-call option believe that it discourages the momentum and competitiveness for individual
participation as well as for neighborhood or jurisdiction-wide cleanup campaigns, which are facilitated
by the pre-scheduled pickup days.

Dear Supervisor Bishop:
The agreement between the Central Contra Costa Solid Waste Authority and Browning-Ferris
Industries for solid waste collection provides for three(3) annual cleanups in your community.
Each jurisdiction has the option of selecting prescheduled jurisdiction-wide cleanups or individual
customer on-call cleanups or a combination of both. However, the company must be notified by
January I of each year of your choice.
If you do not notify the Authority, then the Company will provide individual on-call service to
your residents. If you select prescheduled jurisdiction-wide cleanups, please let me know when
you would like them scheduled. After February 1, 1996, the Authority will notify you of the exact
dates.

e) Review of plans for land use or property developments withregard to Solid
Waste service issues; and, '
f) Residual Solid Waste remaining from temporary Household Hazardous
Waste Collection events.
Except for item e) and f) above, the cost of the services required by this Subsection
4.1.4 shall not be charged to each Local Jurisdiction with the exception of Walnut
Creek (except for item a) above).
4.1.5 Regularly Scheduled and Temporary Bins/Roll-off Service
Company shall provide regularly scheduled and temporary bins/roL-off service for
the purpose of Collection of non-hazardous Solid Waste to all persons requesting
and paying for such service. Company shall deliver and Collect bins at the direction
of the customer.. Bins shall be free of graffiti and in good repair.
4.1.6 Annual Clean-ups
Company shall provide to each Residential account,Collection services for three (3)
Service Area clean-ups annually. Each Local Jurisdiction will have the option of
selecting either pre-scheduled and/or on-call clean-ups prior to January of each year
of the Agreement. If a Local Jurisdiction does not direct Company on the method of
annual clean-ups prior to January of each year, then Company shall provide on-call
service. If pre-scheduled clean-ups are selected, the dates shall be proposed by
Company prior to February of each year and approved by the CCCSWA. Company
shall pick up authorized annual clean-up items at the curbside or some other
location designated by Company and transport to a Transfer Station or Disposal Site
at no additional cost to customers. Any single item is not to exceed 200 pounds. As
appropriate, items are to be bagged in thirty (30) gallon size trash bags or placed in
regular Solid Waste Containers. Branches or prunings shall be tied into bundles not
exceeding four (4) foot long,and twenty-four (24) inches in diameter and placed for
Collection in accordance with Company's Proposal (Exhibit 1).
Company shall record by Local Jurisdiction, class and weight (in tons)the Solid
Waste,white goods,etc.,Collected during the clean-up events. Company shall
record the kinds and weights (in tons) of Solid Waste diverted during these clean-
