HomeMy WebLinkAboutMINUTES - 12191995 - D9 Contra � � 9 TO: BOARD OF SUPERVISORS Costa FROM: Supervisor Tom Torlakson County Supervisor Mark DeSaulnier DATE: December 19, 1995 SUBJECT: POTENTIAL DESIGNATION OF MARSH CREEK AGRICULTURAL PRESERVE AREA SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION RECOMMENDED ACTION: Direct the Community Development Department to pursue the concept of the development of an agreement similar to the Briones Hills Preserve for the Marsh Creek-Morgan Territory area. This proposed agreement would involve property owners of the area, the cities surrounding this area, major owners of public lands (i.e. Mount Diablo State Park and East Bay Regional Park District), as well.as organizations with a known interest in the area such as the Cattleman's Association, Contra Costa Farm Bureau, and Save Mount Diablo. Further request the Community Development Department to develop an addendum to the Countywide General Plan that addresses more specifically and in a comprehensive manner the planning goals and guidelines for the Marsh Creek-Morgan Territory area. It is recommended that the addendum specifically reference existing planning guidelines in the 1990 General Plan for agriculture and open space lands and that attention be given to protecting important resources, grazing lands, natural resources and developing a trail master plan. BACKGROUND INFORMATION: In 1987 the Board of Supervisors and eight adjacent cities adopted the Briones Hills Agricultural Preservation Agreement. That agreement has proven valuable in the protection of this agricultural area in western Contra Costa County. The County should consider whether such an approach is appropriate for the Marsh Creek/Morgan Territory area. The Community Development Department should be charged with pursuing such an agreement. Additionally, over the years a number of planning efforts have been made in the Marsh Creek- Morgan Territory area, some of which have been embodied in separate planning documents i.e. the Morgan Territory General Plan Amendment. Nothing, however, exists that addresses in a comprehensive way the planning goals and guidelines for the important area between the cities of Antioch, Brentwood, Clayton, Concord and Pittsburg, particularly looking at the land between Black Diamond Mines Regional Park and Mount Diablo State Park that provides for the Marsh Creek watershed. It would be helpful to have included in the CountyGeneral Plan a single document or section that outlines the planning principles that the Board of Supervisors wants to see implemented in this area. Recently a planning and public works issue arose between Transpac(representing Central County) and Transplan (representing East County) regarding the regional fees and questions regarding the expandability of Marsh Creek Road. The fact that there was room for different interpretations of what our plans and policies are in this area is another reason to clarify these policies. It has been a half-decade since the Countywide General Plan was adopted by the Board of Supervisors. Than plan calls for a review and update of its policies, some of which is to occur after five years. It would, therefore, be appropriate to review the General Plan policies and work with other agencies, organizations and individuals in the fashion outlined above.
