SUBJECT: EMPIRE MINE ROAD CLOSURE
SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Refer to the Contra Costa County Sheriff's Office regarding the issue of increased enforcement
on Empire Mine Road. Instruct the Public Works Department to continue working with City of
Antioch staff to recommend steps which may be taken to address increased vandalism concerns
along Empire Mine Road and to research the legal requirements to be met prior to the closing of
a public roadway.

111. Reasons for Recommendations and Background:
At the December 4, 1995 Transportation Committee meeting, the issue'of closing Empire Mine
Road was discussed. Two residents spoke against such closure due to the impact on their
business. It was agreed that an increase in enforcement from both County and Antioch forces
should be attempted prior to closure. In the meantime, County staff would research the legal
requirements dealing with the closure of a public roadway. County staff will continue to work with
City of Antioch staff.
IV. Consequences of Negative Action:
Without increased enforcement, the vandalism problem will continue or may increase.
