Acknowledge receipt of Monthly Report No. 7, dated October 1995, prepared by Davillier-Sloan, Inc. , on Contract Compliance Services . BACKGROUND The contract for construction management with O'Brien-Krietzberg & Associates for the Merrithew Memorial Hospital Replacement Project requires a monthly status report to be filed with the Project Director in the Office of the County Administrator. In addition, the monthly report, prepared by the consultant, Davillier-Sloan, Inc. , on the contractors ' compliance with the MBE/WBE and affirmative action contract requirements, is attached. A copy of the monthly report is provided to the Clerk of the Board and the Board of Supervisors for information purposes . Ya EXECUTIVE REPORT Project status: Favorable weather conditions in October have enabled work to progress well. Major activities this month continued to involve the building foundation with over 1,200 yards of concrete placed. The footings and walls are essentially complete. Under slab plumbing and electrical rough-in were completed in many areas paving the way for the first major slab on grade pour scheduled to take place in early November. The first shipment of structural steel arrived on site the 25th and 8 of the columns were erected. This steel was erected ahead of sequence from the bulk of the building steel due to the site configuration and future limited accessibility. The total quantity of steel to be fabricated at the mill is 2, 000 tons. The equipment planning consultant, Facilities Development Inc. , (FDI) , continued to develop its data base following September's field survey. User group sessions for final quantity and accessory selection are planned for next month. A revised budget will be developed after the final quantity and accessory selections are made. Interviews were held with the 4 finalists from the Telecommunication selection process. At completion of the procurement, COMSUL, Ltd. was selected. A kick off meeting is to be held and a level of effort contract will be issued for preliminary planning in early November. Budget: The total project budget is $81,841, 000. The attached project cost report shows the same forecast amounts. Current expenditures have been updated. Schedule: Centex Golden submitted it' s second schedule update on October 26th showing an on-time completion date. Workforce Status as of September 30, 1995 Summary The cumulative analysis shows that Iron Workers, Laborers, Masons and Waterproofers exceeded the minority employment goal. In addition, Iron Workers achieved 6.8% females participation. With the exception of Iron Workers, no other trades have hired women. Given the number of workhours by Carpenters, Laborers and Operating Engineers, immediate emphasis should be placed on hiring minorities and women among subcontractors employing those trades. Among the 10 subcontractors on the project site during this period, Alamillo Steel, F.W. Spencer, Joe Carone, Schnabel and The Ellis Roofing Company are exceeding the minority employment goal. Only Alamillo Steel has hired women. DSI will continue to urge CGCC to direct the subcontractors to utilize the unions' namecall and rehire procedures. CGCC has been directed to request specific affirmative action steps taken by each subcontractor in their efforts to increase ' minority and female participation. DSI will continue to formally notice CGCC when trades and subcontractors are in apparent non-compliance. Although not required under Division E, DSI has taken the initiative to monitor the ethnicities and residencies of the workforce. Implement the revised NOC/PCO review process. 3. Continue to review site visit verification information with certified weekly payrolls and report findings to the County. 4. Continue matching local, minority and female-owned firms with unlisted work to be purchased by CGCC. 5. Per Jim Link at Centex Golden, we understand. they will submit a revised workforce analysis deleting truckdrivers. This should alleviate the discrepancies regarding Joe Carone's workforce number of personhours. 2. We have not been able to reconcile the differences in employees nor personhours with ' Schnabel. 3. The certified weekly payrolls indicate that Contra Costa Electric, Ellis Roofing and F.W. Spencer were on the project site in July. Centex' numbers do not reflect this. 4. We counted two people on site for Surveyors Group -- the owner and one employee. Our ' numbers reflect only the employee; Centex' numbers reflect seven, some of whom are office staff. 5. We did not include Centex Golden's project-site staff of 6 employees at 840 hours. We will count CGCC's on-site staff upon receipt of the necessary documentation.
