BACKGROUND: All fire service agencies in Contra Costa County currently provide emergency medical first responder services to at least the public safety level as required by the Health and Safety Code Division 2.5. Many fire service agencies have personnel trained to the Emergency Medical Technician I level. Through funding available through CSA EMS-1, all firefighters are also trained and equipped to provide defibrillation to patients in cardiopulmonary arrest. Some fire service agencies are interested in pursuing implementation of an expanded scope of practice for their EMT-I trained personnel or implementatin of a program using the higher trained paramedic personnel to provide emergency medical first responder services. Written agreements between the County Health Services Department and fire service agencies will provide a mechanism to set medical standards and provide medical oversight. FISCAL IMPACT: No general fund impact.
