MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: DECEMBER 19, 1995 SUBJECT: RATIFY CLOSURE OF WATERFRONT ROAD EAST OF SOLANO WAY ON DECEMBER 12, 1995 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: RATIFY the decision of the Public Works Director to close Waterfront Road east of Solano Way on December 12, 1995. The closure will continue until Pacific Gas and Electric Company is able to repair the downed power poles. II. Financial Impact: None III. Reasons for Recommendations and Background: During the storm on December 12, 1995 numerous power poles were knocked down along Waterfront Road east of Solano Way. This portion of Waterfront Road quite often has standing water on the road due to its proximity to the Carquinez Strait. The live power lines, when in contact with standing water, create a dangerous condition to persons using this road. Since this portion of Waterfront Road only provides access to the Concord Naval Weapons Station, the Public Works Director concurred with the request from Pacific Gas and Electric Company to close the road until repairs can be made to the power poles. It is estimated that the closure will last for one to two weeks. Pacific Gas and Electric Company will be responsible for notifying all emergency services regarding this closure. IV.
