During the Board's consideration of contracts with the
Pittsburg Preschool Coordinating Council, Supervisor Bishop
proposed that the County Administrator look at the possibility of
establishing an independent contract review body to evaluate
performance objectives, criteria, and standards of County
contracts.

SUBJECT: Approve Contract Amendment Agreement #22-466-3 with Pittsburg
Preschool Coordinating Council
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County, Contract
Amendment Agreement #22-466-3 with Pittsburg Preschool Coordinating
Council, which for the present contract period reached its performance
goals for benefits assurance counseling, to increase the payment limit
by $25,876, to a new contract payment limit of $103,498, and extend
the term through March 31, 1996, for continuation of benefits
assurance counseling services for people living with AIDS and HIV
Disease. This funding allocation has been requested by the Contra
Costa HIV/AIDS Consortium and the HIV Health Services Planning Council
which have responsibility for development of a comprehensive system of
HIV/AIDS services in Contra Costa County.
II. FINANCIAL IMPACT:
This Contract is funded by 100% by Federal funds. No County funds are
required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 27, 1995, the Board of Supervisors approved Contract #22-466-2
with Pittsburg Pre-School Coordinating Council, for the period from
December 1, 1994 through November 30, 1995, to provide benefits
assurance counseling services for people with HIV Disease.
Approval of Contract Amendment Agreement #22-466-3 will allow the
Contractor to continue providing services for County-referred clients
through March 31, 1996.

AMENDMENT SPECIFICATIONS

In consideration for Contractor' s willingness to provide additional
services under the Contract identified herein, County and
Contractor agree to amend said Contract as set forth below while
all other provisions of the Contract remain unchanged and in full
force and effect.
1. Payment Limit Increase. The payment limit set forth in
Contract Paragraph 4 . (Payment Limit) is hereby increased by
$25,876, from $77 , 622 to a new total Payment Limit of $103,498 .
2 . Extension of Term. The Term set forth in Paragraph 3 . (Term)
of the Contract is hereby extended through March 31, 1996.
3 . Modification of 'Contract Service Specifications. Service
Plan Paragraph 1. (Service Specifications) , is hereby deleted and
replaced with a new paragraph to read as follows:
"1. Service Specifications. Contractor shall provide
Benefits Assurances Counseling services for County-referred clients
in accordance with the Department' s Work Plan for this Contract,
County' s Contract #28-533 with the City of Oakland, and Contract
#28-531 with Alameda County Health Care Services Agency, and any
modifications or renewals thereto, which are incorporated herein by
reference, and which are on file in the AIDS Program Offices, 597
Center Avenue, Suite 200, Martinez, California. "
4. Revised Budget of Estimated Program Expenditures. Service
Plan Paragraph 3 . (Budget of Estimated Program Expenditures) is
hereby modified to read as follows:
113 . Effective December 1, 1995, Contractor shall provide
services under this Contract in accordance with the Revised
Budget of Estimated Program Expenditures which is on file in
the offices of County' s AIDS Program, and which is
incorporated herein by reference. Any movement of funds
between line items in the budget of estimated program
expenditures must have the prior written approval of the AIDS
Program Director or her designee. "
5. Submission of Progress Reports. Contractor ' s Final Activity
Report as specified in Service Plan Paragraph 2 . (Reports) shall be
submitted to County' s Health Services Director, or his designee, on
or before May 15, 1996 .
6. Modification of Work Plan. The Work Plan described in Service
Plan Paragraph 1. (Service. Specifications) shall be modified to
specify the services which the Contractor has agreed to provide
pursuant to this Amendment.
