RE: CITY OF PITTSBURG FIRE STATION ISSUES
Dear Ms. Bishop:
The City of Pittsburg's proposed new Civic Center Complex is now in the preliminary design
phase. In planning this facility, we reviewed earlier fire station studies which recommended
certain relocations and new facilities. One option the City considered was to relocate the
downtown station (#84) near our new City Hall complex. This plan was reviewed by our
architect. However, we are mindful of the needs for a new station in the Leland/Bailey area and
that earlier discussions and plans called for construction of station #87. Funding for the
construction and staffing had been discussed with Consolidated Fire and the necessary revenue
was not available. Given these factors, the City is concerned about moving forward with this
one relocation without a comprehensive review of all the City's fire facilities needs, as well as
clear identification of all funding services that could be used to accomplish all these moves.
In 1988, the City established a fire fee, the Developer Fee Fund, for capital improvement
projects. ,Those.fire.funds were earmarked-for new buildings-.and relocations of fire stations in
the City of Pittsburg. We would like assurances that existing funds in that account will only be
expended for relocations, transfer of portable buildings or for the construction of a new station
within the City of Pittsburg. In the past, these funds have been used to purchase capital
equipment. With the dwindling of resources, we would like to conserve these funds for building
and relocation uses only. We are requesting the Board of Supervisors not allocate these funds
for any other use without prior discussion with the City.

Finally, the City, through our Consolidated Fire District Representative, Bob Lewis, had
initiated talks with Chief Little, Tom Torlakson and the City of Antioch concerning the use of
the temporary portables now in use in Antioch. The City of Pittsburg would like to have first
priority on these portables once they become available.
