The purpose of this letter `is ` to request that the Contra Costa
County Board of Supervisors reconsider its recent approval of the
E1 Toyonal bridge removal project (December 5th agenda item C. 6 ) .
On November 20th, our City Engineer received a letter from the
County Public Works Department 'informing the City of the County' s
intent to remove the E1 Toyonal bridge during the week of December
11th. On , November 21st, .'.Cou`ricilmember Laura Abrams and City
Manager Bill Lindsay. ;met, with- Supervisor Jeff 'Smith, Maurice Shiu
of the County Public'. Works Department-, and Board Member Katy
Foulkes of East Bay MUD -(whose property is adjacent to the bridge)
to discuss this project. At this meeting, Supervisor Smith and
County staff explained their concerns about the safety of the
crossing. Councilmember Abrams explained the' City' s concern that,
in the long term, this bridge connection be preserved to serve as
an emergency access and evacuation route for the El Toyonal
residential area. The group also discussed possible plans for
funding and replacing the existing El Toyonal bridge..
On December 1st, John Lisenko, our, City Engineer, submitted a
letter to Mr. Shiu, reiterating the City' s interest in preserving
this emergency connection. He suggested some alternative
engineering approaches fo.r immediate short-term repair of the
bridge, which-would preclude' the need for its prompt demolition. He
ai"so suggested .& plan for an' inexpensive permanent replacement of
the bridge structure and. pointed out that the simultaneous
demolition and replacement of, the bridge would provide significant
cost savings which would ,more than offset the cost of this short-
term repair.
Despite our. activity' relative to this issue we, were not made aware
that the Board of Supervisors .was intending to take action on this
matter at its December 5th meeting, and must apologize for our not
attending your meeting. .

The City acknowledges the County' s concern for the public ' s health ,
and safety in addressing this matter. We believe, however, that
the action is precipitous and, therefore, request the Board' s
reconsideration. We would be happy to state our concerns at a
Board meeting.

for the Citv of Orinda.
