Dear Ms. Bishop:
On July 16, 1987, the Federal Emergency Management Agency (FEMA) issued a Flood Insurance Rate
Map (FIRM) that identified the Special Flood Hazard Areas (SFHAs) in the unincorporated areas of
Contra Costa County, California. Recently, FEMA completed a re-evaluation of flood hazards in your
community. On January 27, 1995, FEMA issued a Letter of Map Revision (LOMR) to revise the
effective FIRM, Flood Boundary and Floodway Map (FBFM), and Flood Insurance Study (FIS) report
for your community to show the effects of the re-evaluation on the flood hazard information for Las
Trampas Creek, San Ramon Creek, San Ramon Creek-Overflow, Sans Crainte Creek, Sans Crainte
Tributary A, and Tice Creek, including the elevations of a flood having a 1-percent chance of being
equaled or exceeded in any given year(base flood). The proposed modified base flood elevations (BFEs)
for your community were published in the Contra Costa Times on February 23 and March 2, 1995.
In a letter dated June 7, 1995, FEMA notified your community that the statutory 90-day appeal period,
which was initiated on the second newspaper publication date cited above, had ended, and FEMA did not
receive any appeals of the proposed modified BFEs during that time. Because no appeals of the proposed
modified BFEs were received, the LOMR issued on January 27, 1995, remained in effect.
On the same date as the LOMR, FEMA provided your community with preliminary revised copies of the
FIRM, FBFM, and FIS report that reflect the.flood hazard information effected by the LOMR. Your
community was provided with a 30-day period to review and provide comments on the revised FIRM and
FIS report. We did not receive any comments during that review period.
However, in a letter dated February 24, 1995, Mr. F. J. Kennedy, City Engineer, City of Walnut Creek,
requested that FEMA revise the corporate limit boundaries shown on the preliminary revised FIRM for
the City of Walnut Creek to reflect recent annexations. In a letter dated March 16, 1995, we notified
Mr. Kennedy that we would revise FIRM Panels 0001 C and 0003 C for the City of Walnut Creek before
the FIRM becomes effective. We also notified Mr. Kennedy that we would make appropriate changes
to FIRM Panels 0290 C and 0295 C for Contra Costa County.
Because all comments on the preliminary revised FIRM and FIS report submitted to FEMA have been
addressed, the revised FIRM and FIS report will become effective on May 20, 1996. Before the effective
date, FEMA will send you printed copies of the revised FIRM and FIS report.

Because the revised FIRM, FBFM, and FIS report for your community have been completed, certain
additional requirements must be met under Section 1361 of the National Flood Insurance Act of 1968, as
amended, within 6 months from the date of this letter. Prior to May 20, 1996, your community is
required, as a condition of continued eligibility in the National Flood Insurance Program(NFIP), to adopt
or show evidence of adoption of floodplain management regulations that meet the standards of Section
60.3(d) of the enclosed NFIP regulations (44 CFR 59, etc.). These standards are the minimum
requirements and do not supersede any State or local requirements of a more stringent nature.
It must be emphasized that all of the standards specified in Section 60.3(d) of the NFIP regulations must
be enacted in a legally enforceable document. This includes adoption of the effective FIRM, FBFM, and
FIS report to which the regulations apply and the modifications made by this map revision. Some of the
standards should already have been enacted by your community. Any additional requirements can be met
by taking one of the following actions:
1. Amending existing regulations to incorporate any additional requirements of Section
60.3(d);
2. Adopting all of the standards of Section 60.3(d) into one new, comprehensive set of
regulations; or
3. Showing evidence that regulations have previously been adopted that meet or exceed the
minimum requirements of Section 60.3(d).
Communities that fail to enact the necessary floodplain management regulations will be suspended from
participation in the NFIP and subject to the prohibitions contained in Section 202(a)of the Flood Disaster
Protection Act of 1973 as amended.
In addition to your community using the FIRM, FBFM, and FIS report to manage development in the
floodplain, FEMA will use the FIRM and FIS report to establish appropriate flood insurance rates. On
the effective date of the revised FIRM and FIS report, actuarial rates for flood insurance will be charged
for all new structures and substantial improvements to existing structures located in the identified SFHAs.
These rates may be higher if structures are not built in compliance with the floodplain management
standards of the NFIP. The actuarial flood insurance rates increase as the lowest elevations (including
basement) of new structures decrease in relation to the BFEs established for your community. This is an
important consideration for new construction because building at a higher elevation can greatly reduce the
cost of flood insurance.
To assist your community in maintaining the FIRM and FBFM, we have enclosed a Summary of Map
Actions (SOMA) to document previous Letters of Map Change (LOMCs) (i.e., Letters of Map
Amendment, Letters of Map Revision)that will be superseded when the revised FIRM and FBFM panels
referenced above become effective. Information on LOMCs is presented in three categories: (1)LOMCs
that have been included on the revised FIRM and FBFM panels; (2) LOMCs that are too small to show
on the revised FIRM and FBFM panels because of scale limitations; and (3) LOMCs that have not been
included on the revised FIRM and FBFM panels because they are being superseded by new, detailed
flooding data.
