RECOMMENDATIONS
Approve and authorize the Director of Community Development to
execute a third contract amendment with William R. Gray & Company
for services and activities performed for the Greater East Bay Rail
Opportunities Coalition (GEBROC) , increasing the contract limit
from $48, 000 to $49, 713 . 50, effective January 1, 1995, providing an
additional $1, 713 . 50 to cover final expenses through the term of
the contract .
FISCAL IMPACT
No impact to the County General Fund. Funding for these services
will be paid through the County' s Petroleum Violation Escrow
Account (PVEA) grant from the State of California.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department retained the services of
William R. Gray & Company under a Consulting Services Agreemnet
authorized by the Board of Supervisors for administrative support
service and intergovernmental relations in connection with the
activities of GEBROC.

Amend Contract with W.R. Gray & Co. for
Consulting Services for GEBROC - PVEA

William R. Gray & Company was selected from among three consultant
proposals responding to a Request for Qualifications (RFQ) to
provide GEBROC for support services. An initial one-year contract
for $36, 000 was authorized by the Board of Supervisors on
September 14 , 1993 . The contract was administered for GEBROC by
the Community Development Department and funded by PVEA grant
funds .
The contract with W.R. Gray & Co. has been amended twice . The first
amendment was approved in April 1994 by the Board of Supervisors to
increase the payment amount an additional $12, 000, from $36, 000 to
$48, 000, and to extend the term of the contract through to
September 1, 1994 . The second amendment extended the term of the
contract through February 28, 1995, but did not involve an increase
to the payment limit .
W.R. Gray & Co. incurred additional, unanticipated expenses in
providing GEBROC with critical support during the last months of
GEBROC' s operation. These activities involved extensive
coordination with GEBROC members and local officials in defining
state legislation to merge GEBROC' s functions into a new regional
body overseeing the Capitol Passenger Rail Corridor.
The Director of Community Development is requesting authorization
for a third and final amendment to the contract with W. R. Gray &
Company. This amendment would increase the contract payment limit
an additional $1, 713 . 50 raising the pay limit from $48, 000 to
$49, 713 . 50 . The contract amendment will provide sufficient funding
to cover expenses incurred by W.R. Gray & Co. for their assistance
in coordinating with local officials in drafting legislation to
create a regional body to oversee development of passenger rail
service in the Capitol Corridor during the term of the contract .
CONSEQUENCES OF NEGATION ACTION
Should the Board of Supervisors reject this request, the consultant
would not be reimbursed for the additional, unanticipated expenses
incurred during the term of the contract .
