He is also a graduate of the Northwestern Traffic Institute has been highly influential in addressing what many believe is this community's most significant continuing problem, and SAS, Lieutenant Van Horst was selected to attend the first class of the Command College sponsored by the California Commission on Peace Officer Standards and Training, graduating in January, 1986, a program which focuses on futures, strategic management and transition management and has proven_ to be one of the foremost police management training programs in the country, and WIHEFEAS, Lieutenant Van Horst developed a unique scheduling plan which combines one 8-hour and four 10-hour shifts. This schedule allows optimum deployment of personnel to meet activity loads, provides regular training blocks, allows continuity of supervision, and creates teamwork in addressing community problems. VVhE>EAS,Lieutenant Van Horst has been involved with the continuing development of the SWAT team. As commander, he assured that training has been appropriate and timely,and has been aware of the development of new equipment in order to provide the necessary resources to carry out this mission. W143EAS, Lieutenant Van Horst, as member of the command staff for 25 years, has played an influential role in determining the direction of the department and assuring that services are in measure to the needs of the community. He has always represented himself and the Walnut Creek Police Department in the most professional manner.
