WHEFEAS, Captain Neil Stratton has served 32 years in the Walnut Creak Police Department, and
WHEFEAS, Captain Neil Stratton has commanded both the administration and operations divisions
of the department and has served as acting chief of police on many occasions, and
WHEFEA% Captain Neil Stratton has received the California Peace Officers' Association's
Professional Achievement Award twice and has served as chair on many of its committees,
preparing and facilitating many studies and reports, and
WHB:EAS, Captain Neil Stratton has earned a bachelors degree and two master's degrees from
the California State University system, and is a graduate of the FBI National Academy and the
California Commission on Peace Officer Standards and Training Command Collage, and
WHEFF-AA Captain Neil Stratton has served as the one and only chairman of the Contra Costa
County Police Chiefs Association's Technical Advisory Committee since its inception in 1977 and
was instrumental in developing the All-County Justice Information Network as a state-of-the-art
internet for all agencies, and
WHEFEAS, Captain Neil Stratton has assisted many agencies and individuals in pursuing their
professional interests and achieving their goals, and has provided training and taught throughout
the state in various law enforcement and educational programs, and
WHEFM Captain Neil Stratton, as an avid competitor and swimmer, has regularly participated in
state and international competitions. He has been a model, inspiration, and resource to all who
have known and been associated with him,

MENT
WHEFEAS, Lieutenant Robert Van Horst, has served 31years in the Walnut Creek Police
Department, and has managed every bureau in the department, patrol, traffic, investigations and
administration, and
WHEREAS, Lieutenant Van Horst is a graduate of the University of Southern California and holds a
Master of Public Administration degree from Golden Gate University in San Francisco. He is also a
graduate of the Northwestern Traffic Institute has been highly influential in addressing what many
believe is this community's most significant continuing problem, and
SAS, Lieutenant Van Horst was selected to attend the first class of the Command College
sponsored by the California Commission on Peace Officer Standards and Training, graduating in
January, 1986, a program which focuses on futures, strategic management and transition
management and has proven_ to be one of the foremost police management training programs in
the country, and
WIHEFEAS, Lieutenant Van Horst developed a unique scheduling plan which combines one 8-hour
and four 10-hour shifts. This schedule allows optimum deployment of personnel to meet activity
loads, provides regular training blocks, allows continuity of supervision, and creates teamwork in
addressing community problems.
VVhE>EAS,Lieutenant Van Horst has been involved with the continuing development of the SWAT
team. As commander, he assured that training has been appropriate and timely,and has been
aware of the development of new equipment in order to provide the necessary resources to carry
out this mission.
W143EAS, Lieutenant Van Horst, as member of the command staff for 25 years, has played an
influential role in determining the direction of the department and assuring that services are in
measure to the needs of the community. He has always represented himself and the Walnut Creek
Police Department in the most professional manner.
NOW 1 BE IT RESOLVED,#et the Board of Supervisors of Contre Costa County does
hereby ecimowledge and thank
Lieutenant Robert Van Horst
and congratulate him for a job well done and wish him vid upon his redrernent on December 30,
1995 from the Walnut Creek Poke Department.
