MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: November 7, 1995 SUBJECT: 1996/97 Community Development Block Grant Applications Project No. : 0676-6P1028 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the submittal of the following 1996/97 Community Development Block Grant Applications: 1. Knightsen Avenue Frontage Improvements - Knightsen area 2. California Street Sidewalk - Rodeo area 3. 7th Street Sidewalk- Rodeo area 4. Garretson Avenue Sidewalk- Rodeo area II. Financial Impact: There will be no impact to the General Fund. The project will be funded through Community Development Block Grants, Public Works (Road Funds), and the Redevelopment Agency. III. Reasons for Recommendations and Background: The Knightsen Town Advisory Council approached the Public Works Department to assist the Council in applying for CDBG funds to construct a sidewalk project in Knightsen. The Knightsen Avenue Frontage Improvements project would construct approximately 531 linear feet of curb, gutter, and sidewalk from Delta Road to 'A' Street. The proposed sidewalk would replace an existing sidewalk which is generally in poor condition and place sidewalk in an area where none currently exist. The California Street Sidewalk project consists of the construction of approximately 900 linear feet of sidewalk on California Street between 4th and 7th Streets. Reasons for Recommendations and Background: (continue) directly across the street from Hillcrest Elementary School. The project will include addition of curbs and handicap ramps for all the intersections between 4th and 7th Streets and pavement markings for crosswalks to access the school at each intersection. The 7th Street project consists of the construction of approximately 830 linear feet of sidewalk along the north side of 7th Street, between Vaqueros Avenue and Sonoma Avenue, across from Saint Patrick School. The proposed sidewalk will provide safe pedestrian access from the existing sidewalk at Sonoma Avenue to the frontage across from Saint Patrick School. The Garretson Avenue Sidewalk project consists of the construction of approximately 150 linear feet of sidewalk across from the Garretson School. The sidewalk will close a gap in existing sidewalks, creating a continuous pedestrian facility along Garretson Avenue. IV. Consequences of Negative Action: Failure to approve the grant applications will eliminate a potential funding source and delay the construction of the project.
