FISCAL IMPACT None . 100% funding from the U.S . Department of Housing and Urban Development. BACKGROUND/REASONS FOR RECOMMENDATIONS The replacement of the levee pump station pipelines will eliminate flooding from rain water and levee seepage. During our annual review of our main storm water pump station,which is located at the end of Taylor Road, we discovered some of our discharge piping was severely corroded. This pump station is our main tool for removing storm water and levee seepage. Without a pump station the Island will flood itself by trapping the rain water and seepage. A few weeks ago we removed the earth over a few short sections of pipe to further investigate the potential for leakage. Much to our dismay, we found the piping was far more corroded than expected. Because of the potential damage to our levee,the buried piping was removed. Because of the emergency nature of the pump station rehabilitation, we would like to re-direct our grant funds to the pump station. The funds will be used to remove any buried piping or other structural components of the old pumping system, to replace the corroded piping with new, to replace the old air removal/siphon breakers,to add new support pilings so the piping will not be/get buried in the levee,to replace the out-dated electrical system and controls, and to repair the wet well confinement structure at the levee toe. A budget for the project follows. Remove old piping, etc. $ 5,000 New Piping $ 35,000 Air release/siphon breakers $ 5,000 Additional pilings $ 7,000 Electrical $ 5,000 Wet well Improvements $ 15,000 Engineering& Inspection $ 7,000 Contingency, $ 5,000 Total $ 84,000 We would like to apply our $47,000 grant toward the project. We have applied for and have the . potential to-get some funding from the Department of Water Resources.The remainder of the needed' funds will come from our own resources. Without assistance, our current financial condition will force us to complete the project over several years. The project must be done or flooding will result. Enclosed is a drawing of the pumping system, copies of permits we received from the U.S. Army Corps of Engineers and the Department of Fish and Game, and a copy of our Notice of Exemption for the California Environmental Quality Act (CEQA). The permits addressed the environmental problems of the project. Basically, since it is an existing structure and the work done on the water side of the levee is minimal,no permits were needed. Any work done involving the water side of the levee will be done at low tide to minimize any potential flooding. If you have any questions about the above, please do not hesitate to call me.
