SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the County,Contract
Amendment Agreement #22-502-2 with Pittsburg Preschool Coordinating
Council, effective October 1, 1995, to increase the payment limit by
$73 , 229, from $96, 000 to a new Contract payment limit of $169,229, and
extend the term of the agreement through March 31, 1996. This
Contractor provides housing advocacy services for people with HIV
Disease.
II. FINANCIAL IMPACT:
This Contract is funded by the Ryan White Comprehensive AIDS Resources
Emergency (CARE) Act, Title I and Title II. No County funds are
required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 27 , 1995, the Board of Supervisors approved Standard Contract
#22-502-1 with Pittsburg Pre-School Coordinating Council, for the
period from April 1, 1995 through January 31, 1996, to provide housing
advocacy services for people with HIV Disease.
Approval of Contract Amendment Agreement #22-502-2 will allow the
Contractor to provide additional emergency assistance and eviction
prevention services through March 31, 1996.

In consideration for Contractor's agreement to provide additional services under the Contract
identified herein, County agrees to increase the Contract Payment Limit. County and
Contractor agree therefore to amend said Contract as set forth below while all other parts
of the Contract remain unchanged and in full force and effect.
1. Term. The term set forth in Contract Paragraph 3. (Term) is hereby extended through
March 31, 1996.
2. Increased Payment Limit. The payment limit set forth in Contract Paragraph 5. (Payment
Limit) is hereby increased by $73,229, from $96,000 to a new total Contract Payment Limit of
$169,229.
3. Modification of Contract Service Specifications. Service Plan Paragraph 2. (Service
Specifications) , is hereby deleted and replaced with a new paragraph to read as follows:
"2. Service Specifications. Contractor shall provide housing advocacy, eviction
prevention services, emergency shelter assistance and direct emergency assistance for County-
referred clients with HIV Disease and their families, in accordance with the Department's
Work Plan for this Contract, County's Agreement #28-523-4 with the State Department of Health
Services, and Agreements #28-528-6 and #28-531-3 with the County of Alameda (and any
modifications or renewals thereto), which are incorporated herein by reference, and which are
on file in the AIDS Program Offices, 597 Center Avenue, Suite 200, Martinez, California. "
4. Modification of Payment Provisions. Payment Provisions Paragraph 2. (Payment Amounts) ,
subparagraph d. , is hereby modified by the addition of a one-time-only payment in the amount
of $7,323, payable to Contractor upon execution of this Contract Amendment Agreement, for
start up expenses related to Contractor's additional services as specified herein.
Contractor shall submit to the Health Services Director, or his designee, receipts for said
additional expenditures.
5, Revised Budget of Estimated Program Expenditures. Service Plan Paragraph 4. (Budget
of Estimated Program Expenditures) is hereby modified to read as follows:
"4. Effective October 1, 1995, Contractor shall provide services under this Contract
in accordance with the Revised Budget of Estimated Program Expenditures, which is
incorporated herein by reference and which shall be maintained on file in the offices of
County's Prevention Program. Any movement of funds between line items in the budget of
estimated program expenditures must have the prior written approval of the Prevention Program
Director or his/her designee. "
6. Submission of Progress Reports. Contractor's Final Activity Report as specified in
Service Plan Paragraph 3. (Progress Report) shall be submitted to County's Health Services
Director, or his designee, on or before May 15, 1996.
7. Modification of Work Plan. The Work Plan described in Paragraph 2. (Modification of
Service Specifications) , above, shall be modified to specify the additional services which
the Contractor has agreed to provide pursuant to this Amendment.
