SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: AUTHORIZE the Community Services Director or her designee to submit an application to the City of Richmond for $66,900 in Community Development Block Grant (CDBG) funds for purchase of kitchen equipment for the period March 1, 1996 to February 28, 1997. II. FINANCIAL IMPACT: No County match is required for use of the CDBG funds being requested. However, procurement of these additional funds is essential to long range plans for the Richmond area Central Kitchen used for Day Care and Head Start Programs. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Community Services Department wishes to purchase additional kitchen equipment for the Central Kitchen that provides meals daily for Day Care and Head Start Programs in the Richmond area. The Child Nutrition Division currently operates three kitchens. Two of these kitchens are being phased-out of operation with the Central Kitchen in Richmond to remain. Greater savings in labor and food expense are anticipated. The Community Services Department is in Phase III of its Central Kitchen renovation program. CNACT: Joan Sparks, 313-7350 CC: CAO ATTESTED t 19 1p � CSD PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR i M382 (10/88) BY ,DEPUTY EXECUTIVE SUMMARY APPLICATION FOR FUNDS FROM CITY OF RICHMOND'S 1996 - 97 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM PHASE III KITCHEN RENOVATION Community Services Child Nutrition Division is applying to the City of Richmond's Community Development Block Grant Program (CDBG) for $66,900 to continue the renovation of the Central Kitchen at 847 Brookside Drive in Richmond. This is the third year of an ongoing project. The city of Richmond has previously designated funds for the project in 1993-94 ($43,000) and 1995-96 ($40,000). Funds from the County CDBG have also been made available in the following amounts: FY 1993-94: $71,656 FY 1994-95: $29,000 FY 1995-96: $44,125 FY 1996-97: $197,000 (request pending) Additional "in-kind" funds have been available through donations from U.S. Veteran's Administration ($76,000), and through purchases of surplus equipment from D.O.D. Reutilization ($17,000). The amount of future funding required is dependent upon the success of this year's applications. The funds requested from both City of Richmond and County CDBG are sufficient to achieve the immediate goal of closing the remaining two old ill-equipped kitchens and serving all program children in Richmond from the Central Kitchen. When future expansion of Head Start and Child Development services in Richmond reach a level in excess of approximately 1500 children, we will seek additional funding for further expansion. The project will be administered by the Community Services Department Nutrition Division Manager, the Accountant Supervisor and the Facilities Manager. They are all on staff and their salaries are not supported by CDBG funds. The Central Kitchen is needed to streamline the operation of feeding 1200 children from one kitchen in a consistent and cost-effective manner. The work so far has allowed the program to close two of the old kitchens; two more remain. Their continued operation costs us additional expense in both labor and maintenance of old equipment. In addition, the centralization of the kitchen will allow more consistent quality, more efficient use of storage, and additional savings in food costs. The Child Nutrition Division serves Head Start, State Pre-School and the State run Child Development program. At least 50% of the enrolled children receive AFDC. Ninety-five percent of the enrolled children are from families with incomes of less than 160% of poverty. i I The goals of the Child Nutrition Division are explained in the Mission Statement: ...to provide nutritious meals to needy children in the Head Start and Child Development programs. The meals introduce children to a variety of fresh foods which reflect the ethnic diversity of the population we serve. Family style eating in the classroom reinforces community , socialization, and further understanding of others. Children, staff and families receive nutrition education, as well as counseling and referrals to support agencies for families who need further assistance. The overall objectives of the application to Richmond CDBG for the Phase III - Kitchen Renovation are to : 1. Increase the number of meals served to eligible children in the Richmond Area. 2. Reduce the production cost per meal. 3. Ensure that the enhanced food program is targeted to reach the eligible socioeconomic groups. Because the proposed improvements will not be complete until sometime in late 1996, at the earliest, the evaluation of success must await the full implementation of kitchen improvements. We anticipate some increased efficiency in FY 96, with full operations in FY 97. Accordingly the evaluation process will: 1. Compare the number of meals served during FY 96 and FY 97 with the base year of FY 93. 2. Compare the overall production cost per meal in FY 96 and FY 97 with the base year of FY 93. 3. Compare the Socioeconomic and ethnicity of Head Start and Child Development children who receive the meals from the Central Kitchen. The Head Start community has given this project their support. There is no controversy surrounding the continued goal of establishing one Central Kitchen to serve the Richmond based programs.
