In the Matter of Providing Former
Family Stress Center Head Start Resolution No. 95/545
Employees a Lump Sum Cost of Living
Adjustment (COLA) Retroactive to
January 1, 1995, through July 31, 1995
WHEREAS the Community Services Director has advised the Office
of the County Administrator that the U. S. Department of Health and
Human Services has provided a cost of living increase of three
percent (3%) to all eligible Head Start employees effective January
1, 1995; and
WHEREAS the Board of Supervisors on August 8, 1995, adopted a
"Central County Grantee Operated Head Start Transition Plan; and
WHEREAS former Family Stress Center Head Start employees, as
listed in Attachment "All of this resolution, transitioned into the
Head Start Division of the Community Services Department in August,
September and October, 1995.
Therefore, BE IT RESOLVED that the Community Services
Department, in conjunction with the Payroll Division of the
Auditor-Controller's Office, is authorized to pay said employees,
as listed in Attachment "A", a lump sum cost of living adjustment
(COLA) of three percent (3%) retroactive to January 1, 1995, based
on year-to-date gross earnings from January 1, 1995, through July
31, 1995.
Any employee believing there is an underpayment resulting from
this methodology exceeding $30. 00 may contact the Community
Services Department, and the Auditor's Office will investigate and
issue the additional pay, if owed, as soon as possible.

SUBJECT: Board Resolution to Implement Head Start Lump Sum Payment
to Former Family Stress Employees Who Transitioned into
the Community Services Department
As you are aware the Board of Supervisors on October 24, 1995,
passed a resolution implementing a three percent (3%) Cost of
Living Adjustment (COLA) for Head Start management and represented
employees retroactive to January 1, 1995. Former Family Stress
Center employees are entitled to this COLA since they were funded
by Head Start and the COLA is included in the Family Stress budget
assumed by the County.
Since payroll records for former Family Stress Center employees who
transitioned into the Community Services Department only date back
to August, September or October of this year, we received payroll
records from the Family Stress Center showing year-to-date earnings
of these employees through July 31, 1995. A three percent (3%)
lump sum cost-of-living adjustment (COLA) was then calculated.
The attached Board Resolution will implement this lump sum payment.
Please schedule this on the Board's agenda on November 14 , 1995, or
at the very latest November 21, 1995. In this way these employees
will receive their lump sum payment in their December 10, 1995, pay
check.
