Contra TO: REDEVELOPMENT AGENCY Costa J: FROM: Phil Batchelor County r U� Executive Director DATE : November 7, 1995 SUBJECT: Contract between Contra Costa County and Ecumenical Association for Housing - Oakley Redevelopment Project Area SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Redevelopment Director to sign a contract with Ecumenical Association for Housing for predevelopment services relative to a HUD 811 project for the Oakley Redevelopment Project Area. FISCAL IMPACT No General Fund money will be used on this project. The total contract amount is $11, 520 . 74 and will come from the Oakley Redevelopment Project Area Housing Set-Aside funds for Fiscal Year 1995-96. The project is included in the Agency budget . BACKGROUND/REASONS FOR RECOMMENDATIONS A major redevelopment activity in Oakley is to improve and expand the supply of affordable housing. The Oakley Municipal Advisory Committee (OMAC) has considered and recommended the above action. EAH requested the Agency finance half of the cost to prepare a HUD 811 application, with the understanding that this amount would be recaptured in the form of a loan if the project proceeded. EAH was successful in receiving a HUD 811 allocation of approximately $1 . 8 million for this project. EAH intends to apply for additional funds from the Redevelopment Agency and the County HOME Investment Partnership Act to complete the financing package.
