SUBJECT: Contract between Contra Costa County and Ecumenical Association
for Housing - Oakley Redevelopment Project Area
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director to sign a contract
with Ecumenical Association for Housing for predevelopment services
relative to a HUD 811 project for the Oakley Redevelopment Project
Area.
FISCAL IMPACT
No General Fund money will be used on this project. The total
contract amount is $11, 520 . 74 and will come from the Oakley
Redevelopment Project Area Housing Set-Aside funds for Fiscal Year
1995-96. The project is included in the Agency budget .
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in Oakley is to improve and expand the
supply of affordable housing. The Oakley Municipal Advisory Committee
(OMAC) has considered and recommended the above action.

a developer, proposes to construct and manage 24 a unit housing
project for low- and moderate-income physically disabled persons in
Oakley. EAH requested the Agency finance half of the cost to
prepare a HUD 811 application, with the understanding that this
amount would be recaptured in the form of a loan if the project
proceeded. EAH was successful in receiving a HUD 811 allocation
of approximately $1 . 8 million for this project. EAH intends to
apply for additional funds from the Redevelopment Agency and the
County HOME Investment Partnership Act to complete the financing
package.
