TO: REDEVELOPMENT AGENCY Costa FROM: ` Phil Batchelor County cT Executive Director r C „"rt DATE: November 1, 1994 SUBJECT: Rodeo Gateway Project SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS RESCIND action of March 8, 1994 authorizing the Deputy Director - Redevelopment to execute a contract with Merrill & Associates for the design/construction of the Rodeo Gateway Project; AUTHORIZE the Deputy Director - Redevelopment to executed a Contract and a First Amendment to Contract with Merrill & Associates for the design of the Rodeo Gateway Project in an amount not to exceed $8, 700; AUTHORIZE the Deputy Director to execute a Contract for Construction and a First Amendment to Contract for Construction with Coast Landscape Construction, Inc. in an amount not to exceed $70, 000 . FISCAL IMPACT No General Funds are involved. The required funds have been budgeted by the Redevelopment Agency. Contact: Jim Kennedy 646-4076: ATTESTED November 1 , 1994 cc: County Administrator PHIL BATCHELOR County Counsel AGENCY SECRETARY Auditor-Controller BY , DEPUTY JK:1h sra16/rodeo.bos BACKGROUND/REASONS FOR RECOMMENDATIONS On March 8, 1994 the Redevelopment Agency Board authorized execution of a contract with Merrill & Associates for the design and construction of the Rodeo Gateway Project . The Rodeo Gateway Project involves the design/construction of landscaping and hardscape on a County parcel at the San Pablo Avenue/Parker Avenue/Willow Avenue intersection. The March 9, 1994 approved action contemplated that Merrill & Associates would both design and construct the improvements . The construction was to be done by Coast Landscape Construction, Inc. as a sub-contractor to Merrill & Associates . Development of a design/build contract posed significant legal challenges that proved to be insurmountable, so pursuant to the March 8 action, the Agency entered into separate contracts with Merrill & Associates for design, and with Coast Landscape Construction, Inc. for construction. The Rodeo Redevelopment Advisory Committee has recommended that the scope of improvements be increased, necessitating additional design and construction costs . The First Amendments to the respective contracts cover the enhanced level of improvements .
