Martinez, Executive Director DATE: November 1, 1994 SUBJECT: COLLECTION LOSS WRITE-OFF FOR THE QUARTER ENDING SEPTEMBER 30, 1994 SPECIFIC REQUEST(S) OR RECOMMENDATION(S). & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3729 approving collection loss write-off in the amount of $20,022.43 for the quarter ending September 30, 1994, as recommended by the Advisory Housing .Commission. II. FINANCIAL IMPACT: Uncollectible accounts impact on the budget by reducing total rental income. At the end of each quarter, the Housing Authority takes action to write off those accounts which have been determined to be uncollectible. For the quarter ending September 30, 1994, a collection loss write-off in the amount of $20,022.43 is recommended. III. REASONS FOR RECOMMENDATION/BACKGROUND: This collection loss is for the Conventional Program. The requested collection loss write-off reflects a total of 14 accounts that are being recommended for write- off, representing an average of $833.85 per account. The following chart illustrates the collection losses per quarter for the past four quarters: Conventional Program 06/94 $11,972.63 03/94 $13,026.73 12/93 $14,973,65 09/93 $12,805.63 Prior to submission of an account for write-off, the staff makes every effort, including referral to a collection agency, to collect money that is owed the Housing Authority. Board of Commissioners November 1, 1994 Page -2- At its Regular Meeting on October 17, 1994 the Advisory Housing Commission approved the collection loss write-off in the amount of $20,022.43 and recommended adoption of Resolution No. 3729, authorizing collection loss write-off, by the Board of Commissioners. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3729, these accounts would inflate the total accounts receivable for the Housing Authority and present a distorted financial picture. P� THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3729 AUTHORIZING COLLECTION LOSS WRITE-OFF WHEREAS, certain accounts of vacated tenants have been determined to be uncollectible by management, and; WHEREAS, a majority of these tenants accounts have been, or will be turned over to a collection agency for continuing collection efforts; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the County of Contra. Costa that the following amounts be written off for collection loss for the quarter ending September 30, 1994: Conventional Program Dwelling Rent $ 6,765.91 Legal Charges 6,271.71 Maintenance & Other Surcharges 6,984.81 $20,022.43 ADOPTED ON November 1, 1994 by the following vote of the Commissioners: AYES: Commissioners Smith, Bishop, DeSaulnier, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None r
