SUBJECT: Authorize Issuance of Purchase Order to England Striping for Pavement Marking as
Necessary During the 1994-95 Fiscal Year

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the issuance of a purchase order in an amount not to exceed $40,000.00 to
England Striping of Martinez, California for pavement marking as necessary during the 1994-95
fiscal year.
II. Financial Impact:
Road funds in the amount of $40,000.00 are available for this planned activity.
III. Reasons for Recommendations and Background:
It is the practice of the Public Works Department to routinely repaint warranted pavement
markings to assure adequate visibility and to replace pavement markings obscured by natural
'or manmade activities within ten working days. Vendor furnished pavement marking is often
required when the Department's pavement marking capability is reduced due to equipment
breakdown or when the required amount of marking exceeds the Department's production
capacity during the annual pavement surface treatment program. A blanket purchase order has
historically been established as a contingency to furnish pavement marking on an as needed
basis. The subject authorization will continue this practice.

The General Services Department's Purchasing Division solicited bids for an assumed quantity
of pavement marking. The vendors responding to the solicitation and the amounts bid are the
following:
England Striping $18,388.
Striping Express $20,397.
Ellen Taminello $94,638.
Traffic Limited $31,655.
IV. Consequences of Negative Action:
The safety of the travelling public requires the timely placement and replacement of pavement
markings. Without vendor furnished marking the response time for pavement marking
replacement may increase.
