Dear Supervisor Powers:
On behalf of the Hercules City Council and the residents of Hercules, I am writing
to solicit your support for an ongoing problem that affects residents of all of Contra
Costa County.
In the past week, another fatal accident occurred on Highway 4, killing two young
West County women. Our residents, along with residents of Rodeo, came to the City
Council meeting on Tuesday, October 11 and expressed a strong desire that short
term solutions be developed until Highway 4 reconstruction can begin. They
encouraged us to find the funding to expedite the building of a roadway that will be
safe for everyone.
We have worked very hard to have the Highway 4 reconstruction project designated
as a top transportation project in Contra Costa County and made good progress.
However, we continue to need your support as we need more funding and to be able
to expedite this project.
Please distribute the attached resolution to board members, agency managers and
other interested parties that might assist us in moving forward and making the
stretch of Highway 4 from Cummings Skyway to San Pablo Avenue a safe place to
drive.

WHEREAS, the City of Hercules is committed to the reconstruction
project to prevent further loss of life and injury and will continue to reaffirm its
efforts to expedite this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Hercules is calling for community support, once again, to direct a unified voice
to Contra Costa Transportation Association, the Metropolitan Transportation
Commission and the California Transportation Commission to insist that adequate
funding for the Route 4 West Corridor be provided and that Caltrans is strongly
encouraged to contract out the improvements in order to expedite the ultimate
construction.
BE IT FURTHER RESOLVED, that the Hercules City Council will
continue to request better CHP enforcement; request that Caltrans renew its efforts
to develop interim measures to increase the safety measures of the road, including
installation of more signs telling drivers to use their headlights during the day; and
will hold a town hall meeting to allow residents to provide ideas for the imminent
improvement of Highway 4.
The foregoing Resolution was duly and regularly adopted at a regular
meeting of the City Council of the City of Hercules held on the 11th day of October,
1994, by the following vote.of the Council:

RESOLUTION 94-125
STRONGLY URGING THE IMMEDIATE ACCELERATION OF FUNDING FOR
RECONSTRUCTION OF HIGHWAY 4 BETWEEN INTERSTATE 80 AND CUMMINGS
SKYWAY AND TO REQUEST CALTRANS' EFFORTS TOWARDS INTERIM SAFETY
MEASURES TO PREVENT EVEN FURTHER LOSS OF LIFE AND SERIOUS INJURY.
WHEREAS, the Hercules Community has expressed their immense
concern regarding hazardous conditions on Highway 4; and
WHEREAS, Highway 4 between Interstate 80 and Cummings Skyway has
been a substandard roadway for decades; and
WHEREAS, the City of Hercules has continuously lobbied, if not
demanded that regional and state agencies provide adequate funding to improve this
stretch of highway, particularly after the loss of 3 youth, Randa Khalil, Robert
Carter and Jeannine Turley, in October of 1993; and
WHEREAS, on October 3, 1994, two young people, Kim McDonald and
Tiffane Spencer were killed in the same area on a road that by design provides little
tolerance for error; and .
WHEREAS, many other residents and travelers have also been killed or
seriously injured reflecting a continuous and needless loss of live; and
WHEREAS, the City of Hercules has worked diligently to move the time
schedule for reconstruction from the year 2000 to a starting date of 1995 for Phase
I; and
WHEREAS, while the start date has been accelerated significantly the
full reconstruction will not be complete until the year 2000 or later, and
WHEREAS, the funding agencies for the reconstruction project need to
renew their efforts and their interest to accelerate the project and establish full
funding; and
WHEREAS, Congressman George Miller's efforts on behalf of the City of
Hercules in obtaining funding at the federal level are greatly appreciated, even more
funding is needed; and
WHEREAS, the City of Hercules has received a positive response from
the California Highway Patrol to assist immediately with a safety education program
at Pinole Valley High School on how to drive safely on Highway 4; and
WHEREAS, the City has on several occasions requested increased traffic
enforcement from the California Highway Patrol and has requested a policy of the use
of headlights during day light travel; and
WHEREAS, Caltrans should post signs at all streets and roads that
intersect with Highway 4 and change the language on the signs to direct drivers to
turn on lights for safety, and
