Boyd, President, C. G. Boyd & Associates, 4790 Jackson Street., #78, Riverside, California,requesting input on their proposed plan for the purchase and reopening of the East Gaylord Pulp Mill in Antioch. ***REFERRED TO DIRECTOR, GROWTH MANAGEMENT AND ECONOMIC DEVELOPMENT AGENCY 1.53 RESOLUTION adopted by the Hercules City Council requesting community support in urging Caltrans to commit adequate funding for improvements to the Route 4 West Corridor Project and during the interim to provide for the installation of traffic signs and an increased level of traffic enforcement for the public's safety. ***REFERRED TO TRANSPORTATION COMMITTEE AND PUBLIC WORKS DIRECTOR and ADDED THE BOARD'S REQUEST for additional signing along the route in the daylight test section until permanent improvements can be accomplished. City of Antioch, California Board of City Council Members City of Pittsburg, California RE: Proposed Plan for the East Gaylord Pulp MIll of Antioch, California A "Offer to Purchas" has been submitted to the Gaylord Corporation, Deerfield , Ill . , to purchase the Eastern Gaylord Paper Pulp Mill of Antioch, California (now closed ) . The offer was for cash. We feel there is a way to not only put this closed facility back to use, but also put those back to work, that were layed off , due to the closure of the paper mill . To do this we have completed plot plans to place on 67 acres of the site, the following plants and operations , as well a refurbish the structures that exist on the site : 1 . Place into operation a the now in place and permitted Fuel Burner. 2 . Place into operations the now in place and permitted Double Kiln Systems . 3 . Refurbish and place into operation the 19 million Gallon per day , Water Treatment Plant . 4. Construct a Composting Plant . 5 . Construct a Fuel Pellet Plant . 6 . Refurbish the Storm Water Control System. 7 . Refurbish the land and replace with required landscaping . 8 . Design and Construct a 3000 ton per day Municipal -Wast_ Processing Eano4 Recycling Facility, in accordance with the Contra Costa Waste Management Plan and approved in the Environmental Impact Report for the County. ec� Page 2 Purchase of Gaylord Facility 7 October 1994 Over the pass four years we have completed the required plot plans , most engineering drawings , the environmental due diligence and all financial projections and porformas . Reviewed and researched all the envirommntal regulations and environmental problems related to the project , and we are now confident that our project for the Eastern Gaylord Facility fully qualifys under the California Intergrated Solid Waste Managemnt Act , The Contra Costa Waste Management Plan, and California AB939 . This facility will also eliminate any need for Landfilling our Garbage and the Dumping of Waste Water Sludges in the Ocean. To complete the proposed site, and bring it to the standards which we have set , will cost in the excess of $157 million which includes the purchase of the facility. We have established behind the seances reliable and local support for our project . However, there has been a lack of encouragement from local and state representive . This was hard for me to understand , since the State and Cities seem to be in need of three things , Jobs , Solve a Growing Solid Waste Problem and have a business that—can improve the economical base.. Presently, what we need most , is local and State participation, in the way of advise, permit processing, and some financial assistance . In assistance we need the help of the Cities of Antioch and Pittsburg to set with us and negotiate Waste Contracts with us . We however prefer, that th Cities and the County retain their present relationship with the haulers of their Municial Waste, and retain their present contractual relationships for the City Waste, and the management over their present collection methods . With local government participation, we can hold down the cost to your customers , and do what we know best . process recycle to reuse . We would like your views on the above matter , and if we should be asked , we would be more than happy to make presentations to the County Supervisors and the local City Council Members of Antioch and Pittsburg. We look forward to hearing from everyone who may have an interest in solving their Municipal Waste Problems , without the high cost of doing so.
