RECOMMENDED ACTION: AWARD contract for the provision of security services at CA011006, CA011009A and CA011009B, Las Deltas, North Richmond, to Grand Security, as the lowest bidder at $13.00 per hour for armed guards,' as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funds are available for security services at Las Deltas under the 1994/95 Comprehensive Grant Program. III. REASONS FOR RECOMMENDATION/BACKGROUND: A Request for Proposal was mailed to eleven security firms on Thursday, September 8, 1994 and was published in the Legal Section of the Contra. Costa Times. This Request for Proposal requested only armed guard services. Two bids were received, and on October 10, 1994 the bids were opened by the Housing Authority. The lowest bidder for armed security services at CA011006, CA011009A and CAO11009B, Las Deltas, North Richmond, was Grand Security, 2520 Telegraph Avenue, Oakland, CA 94611. At its Regular Meeting on October 17, 1994, the Advisory Housing Commission voted to recommend award of the bid for provision of security services at Las Deltas to Grand Security at $13,.00 per hour for armed guards. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the award of contract to Grand Security, the residents of Las Deltas, North Richmond, would be deprived of security services which would afford them safer living conditions. No inquiry received within five days of the date fixed for opening of the bids will be given consideration. Every addendum, if issued, will be sent promptly as is practicable to each person to whom the bid invitation and specifications have been issued. All such addenda shall become part of the bid documents. Failure of the Authority to send, or any bidder to receive any such interpretation shall riot relieve any bidder from an obligation under his bid as submitted. 2) ATTENDANCE AT BID OPENING: At the time fixed for the opening of bids, their contents will be made public for the information of bidders and others properly interested who may be present in person or their representatives. 3) SIGNATURE TO BID: Bids shall be made on the letterhead of the security company and be signed by the owner or an executive officer of the firm. 4) RIGHT OF WAIVER: The Housing Authority of the County of Contra Costa reserves the right to waive any informalities and to reject any and all proposals. No proposal shall be withdrawn for sixty (60) days from the date opened. 5). EXAMINE SPECIFICATIONS: The bidder is required to examine the specifications. Failure to do so will be at the bidder's own risk. It is assumed that the bidder has made such investigation as to be fully informed as to the extent and character of projects requiring security services. No warranty is made or implied as to the information contained in the specifications. 6) AWARD OF CONTRACT: Award of Contract for Security Services will be made to the lowest responsible bidder who meets the specifications for security services outlined in this Request for Proposal . 7) DEADLINE FOR SUBMISSION OF BIDS: The Housing Authority will receive bids for provision of security services until 2:00 p.m. , Monday, October 10, 1994, at the Housing Authority of the County of Contra Costa, 3133 Estudillo Street (P.O. Box 2759) , Martinez, California 94553. Any bid received by the Housing Authority after 2:00 p.m. , ,Monday, October 10, 1994 will not be opened. SPECIFICATIONS FOR SECURITY SERVICES The Housing Authority of the County of Contra Costa shall receive bids for security services at its 240 unit public housing development, CA011006, CA011009A, CA011009B, Las Deltas, 1606 North Jade Street, North Richmond, California, on an hourly guaranteed cost basis for armed guards patrolling both on foot and by vehicle. Contractor must demonstrate ability to provide up to two armed guards, under the supervision of an area supervisor at all times. (1) Proof of Training and Assessment: Contractor shall demonstrate the ability to provide formal and periodic training and assessment of its personnel . (2) Proof of Personnel Standards: Contractor shall submit minimum personnel standards to be maintained. (3) Proof of Supervisory Personnel : Contractor submit a schedule of supervisory personnel available on an immediate twenty-four (24) hour-a-day basis. (4) Proof of Insurance: Contractor shall submit proof of comprehensive general liability insurance coverage with a minimum combined single limit of $500,000. (5) Proof of License: Contractor shall submit a copy of license and proof of good standing .by the State of California Bureau of Consumer Affairs, Collection and Investigations Division. (6) Evaluation: Contractor shall submit a brief, concise written evaluation of the Housing Authority's present security problems at E1 Pueblo, CAL 11-5, Pittsburg, and at Las Deltas, CAL 11-6, 11-9A and 11-9B in North Richmond, where security services will be rendered. (7) List of Clients: Contractor shall provide a list of past and present clients which includes the name of the security manager, phone number, street address, city, county, state and zip code. (8) Reporting Procedures: Contractor shall submit a sample of reporting procedures to be used on behalf of the Housing Authority. (9) Equal Opportunity: Contractor shall submit assurance of compliance with all Equal Opportunity Laws and Affirmative Action policies as they apply to the jurisdiction of the Housing Authority of the County of Contra Costa. (10) Record of Security Services Provided to Apartment Complexes: Contractor shall provide a list of past and present clients where security services were provided to apartment complexes and shall provide a description of the security firm's ability to provide security services to apartment complexes. (11) Scope of Guard Duties: 1. Patrol Project area on foot and by car when necessary; observe, investigate and report suspicious and hazardous conditions to the appropriate law enforcement agency and exercise arrest of law violators, pursuant to and in accordance with powers afforded by law. 2. Guard and respond to routine and emergency calls for protection of persons and property, and for the enforcement of Authority rules and regulations, ordinances and state laws. 3. Report to Housing Authority Management Staff crimes, accidents, deaths and disturbances, and interview, question and take statements from complainants, suspects and witnesses; complete case reports when applicable under powers and limitations afforded security personnel under the State Business and Professional Codes. 4. Report unfit homes and crimes committed against or by juveniles; work with community organizations and governmental agencies in delinquencies and delinquency control programs. 5. Appear in court to present evidence and testimony in connection with criminal prosecution or civil action. 6. Follow orders given by Peace Officer as required. 7. Guards shall provide the Authority with a full report at the end of each shift. 8. Guards shall deliver notices to the tenants at the request of the Authority staff. 9. An on duty sergeant, or lieutenant, shall be present at the premises at all times. 10. Guards shall not enter a tenant's unit without the permission of a resident of the unit, the Housing Authority Manager or the Director of Housing Operations or his designee. 11. Guards shall not unreasonably interfere with tenants or their guests or take any act which would violate their rights of privacy. 12. Guards shall comply with all applicable laws, statutes, laws and regulations, including all Housing Authority rules and regulations. Specifications for Security Services -2- s 13. It shall be the responsibility of the Security Contractor to provide employees with two-way radio communication and vehicles to .conform with bid conditions. Bids shall be in strict conformance with the attached proposal for security services. Specifications for Security Services -3- AMENDMENT NO. 1 PROPOSAL FOR SECURITY SERVICES I (We) hereby propose to provide security services for the Housing Authority of the County of Contra Costa at its 226 unit public housing development CA011006, CA011009A, CA011009B, Las Deltas, located in the North Richmond portion of Contra Costa County, California, as follows: Two armed guards - Monday through Friday - 7:00 p.m. to 3:00 a.m. for a total of 80 hours per week Two armed guards - Saturday - 5:00 p.m. to 3:00 a.m. for a total of 28 hours each Saturday Two armed guards - Sunday - 7:00 a.m. to 3:00 a.m. for a total of 40 hours each Sunday Additionally, the schedule for the use of these armed guards may vary, as determined by the Housing Authority after discussion with the security guard company. This rate will serve as full compensation for security guard services provided to the Housing Authority.
