SUBJECT: ESTABLISHMENT OF QUORUM FOR THE HOUSING AND COMMUNITY DEVELOPMENT
ADVISORY COMMITTEE
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1 . Approve that five members of the Housing and Community
Development Advisory Committee constitutes a quorum; and
2 . Authorize the Director of Community Development, or his designee
to fix time and place of meetings for the Housing and Community
Development Advisory Committee.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Housing and Community Development Advisory Committee is composed
of fifteen members . There is currently three vacancies, leaving a
twelve member Committee. the Committee is responsible for review and
recommendations for funding of applications for Community Dvelopment

Block brant (CDBG) funds . The review process includes presentations, to the
Committee, by 135 1995-96 CDBG applicants at one of nine scheduled meetings held
between October 5, 1994 and November 30, 1994 . The numerous meetings required
to meet applicant needs create an unreasonable demand on Committee members. In
effect, the ability to have a quorum at each of the scheduled meetings is
difficult at best. A quorum of five provides a cross section of Committee
members to adequately provide input to the full Committee.
The Board Order establishing the Committee did not fix a time and place for
Committee meetings . Due to the large number of meetings necessary to
accommodate CDBG applicants and federal regulations, the responsibility of
fixing time and place of meetings should be given to the Director of Community
Development or his designee. Designating the Director or his designee to fix
the time and place of meetings would assure compliance with the Brown Act, and
would be in the best interest of the Committee.
