SUBJECT: In the Matter of Amending the Boundaries of the )
Contra Costa Recycling Markets Development Zone )
to Include the City of Concord )
RESOLUTION NO. 94/ 521
Whereas, the County of Contra Costa and all of its 18 cities implemented curbside and other
recycling programs;
Whereas, the California Public Resources Code provides for the establishment of a Recycling
Market Development Zone Program throughout the State which provides incentives to stimulate
development of secondary materials markets;
Whereas, designation of the Contra Costa Recycling Markets Development Zone provides
encouragement for development of nearby markets for materials that will be recovered at curbside,
transfer stations, and other material recovery facilities to maximize the potential for diversion of
materials and revenues from sale of recovered materials;
Whereas, the California Integrated Waste Management Board designated the County of Contra
Costa, the cities of Antioch, Pittsburg, Brentwood, Martinez, Hercules, Pinole, San Pablo, Richmond,
and EI Cerrito as a Recycling Markets Development Zone to attract private sector recycling business
investments into these areas;
Whereas, the designation of a zone in the City of Concord dedicated to the expansion of
secondary materials business enterprises is essential for market development and to assist in meeting
the landfill reduction goals;
Whereas,the City of Concord's central location, excellent transportation networks and available
industrial zoned sites would contribute to the success of a Recycling Market Development Zone;
Whereas, the City Council of Concord, on October 11, 1994, approved the submittal of a
Recycling Market Development Zone application to incorporate the City of Concord into the Contra
Costa County Recycling Market Development Zone (see attached City Resolution No. 94-88); and
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNTY OF CONTRA COSTA finds that
incorporation of the City of Concord with its available zoned industrial sites would benefit the overall
activities of the Contra Costa Recycling Market Development Zone (RMDZ), and approves incorporation
of the City of Concord into the RMDZ and, authorizes re-application for RMDZ designation to include
the original cities and the City of Concord and the County.
PASSED by the following vote of the Board of Supervisors on the 25th day of October, 1994:
AYES: Supervisors Smith, Bcshojpi,; DeSaulnier, Torlakson and Powers

A Resolution Authorizing the City Manager
3 to submit an application to be included in
Contra Costa County's Recycling Market
4 Development zone to the State of California RESOLUTION NO, 94-88

6 WHEREAS,the California Public Resources Code provides for the establishment
7 of a Recycling Market Development Zone Program throughout the State which provides
8 incentives to stimulate development of secondary materials markets; and,
9 WHEREAS,the City of Concord must meet mandated reductions in landfill
10 wastes, 25 percent by 1995 and 50 percent by 2000, as mandated in the California
11 Integrated Waste Management Act; and
12 WHEREAS,the designation of a zone in the City of Concord dedicated to the
13 expansion of secondary materials business enterprises is essential for market
14 development and to assist in meeting the landfill reduction goals; and,
15 WHFAEAS,the City of Concord's central location, excellent transportation
16 networks, and available industrial zoned sites would contribute to the success of a
17 Recycling Market Development Zone; and,
18 r WHEREAS, the development of local markets for recycled materials would
1.9 reduce the need to transport them out of the region in the future; and,
20 WHEREAS,the designation of the proposed zone would provide incentives for
21 business development, thereby providing jobs for the area's unemployed;
22 NOW,THEREFORE,THE CONCORD CITY COUNCIL OF THE CITY OF
23 CONCORD DOES RESOLVE AS FOLLOWS:
24 Section 1. Approves the submittal of a Recycling Market Development Zone

25 application to incorporate the City of Concord into the Contra Costa County Recycling
26 Market Development Zone.
27 Section 2. Supports the Contra Costa .County Community Development
28 Department to coordinate, process, and execute all contracts, agreements, amendments,

1 and ancillary documents within the scope of the proposed zone application.
2 Section 3. That the proposed zoned is necessary to assist in attracting private
3 sector recycling business investments to the proposed zone.
4 Section 4. That the current and proposed waste management practices and
5 conditions are, and will be, favorable to the development of post-consumer waste
6 materials markets.
7 Section 5• That the proposed zone will have no negative environmental impact on
8 the area.
9 PASSED AND ADOPTED by the City Council of the City of Concord on October
10 11, 1994 by the following vote:
