SUBJECT: Resubmittal of Head Start Supplemental Grant Applications
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
1. DIRECT the Community Services Department to make appropriate revisions to the Head
Start Quality Improvement Fund (QIF) and Quality Extended Services and Expansion
(QUESIE) grant applications to ensure that they are in complete conformance with federal
requirements.
2. REQUEST the Policy Council and County Administrator to review the revised QIF and
QUESIE grant applications.
3. AUTHORIZE the Community Services Director. resubmit the QIF and QUESIE grant
submittals subject to review and approval of the Policy Council and County Administrator's
office.
FINANCIAL IMPACT
The Department will be requesting $230,930 for its QIF application and $708,689 for its QUESIE
application. These amounts are the annualized funding for calendar year 1995 and consistent with
the February 22, 1994 notification from the Federal Department of Health and Human Services,
Region IX. The resubmittals will not include the pro-rated funding allocation for calendar year 1994,
which could have been 40% of the 1995 annualized amount.

BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The Board of Supervisors originally approved submittal of the supplemental grant application
on July 26, 1994. The applications were deemed inadequate by the Region IX Head Start
office and returned to the Community Services Department for revision and resubmittal. At a
workshop on October 12, 1994, the Region IX manager of the Head Start and Youth Branch
and the Head Start program specialist spent the day with the Community Services
Department to review the previous submittals and requirements for revision. The revised
applications must be submitted to Region IX no later than November 22, 1994.
