BACKGROUND California Government Code, Chapter 3 .2, Energy Conservation Contracts, allows government agencies "the greatest possible flexibility" in structuring energy conservation agreements so that the economic benefits may be maximized and "other costs associated with the design and construction of alternate energy projects may be minimized" . Such projects do not require a formal bid process, but do require a public hearing to determine that proceeding with the conservation project will be in the best interest of the public agency. All three buildings have lighting systems which are old and require high maintenance. By replacing this equipment by the end of the calendar year, the County will be eligible for PG&E energy rebates estimated to be approximately $36,000 . The annual saving on electrical costs is estimated to be $42,000 for the three buildings.
