Contract and Financing Agreement for Lighting Retrofit
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATIONS
1 . FIX a public hearing date on Tuesday, November 8, 1994, at 11 :00
AM in the Board Chambers, 651 Pine Street, Martinez, California,
at which the Board of Supervisors will consider entering into an
energy service contract and a facility financing contract
pursuant to California Government Code Sections 4217 . 12 and
4217 . 13 for the purpose of retrofitting the existing lighting
with energy efficient lighting at three County buildings, as
follows :

2 . DIRECT the Director of General Services to publish notification
of said public hearing one time in the CONTRA COSTA TIMES, with
publication occurring at least fourteen ( 14) days before the
hearing date.

II . BACKGROUND
California Government Code, Chapter 3 .2, Energy Conservation
Contracts, allows government agencies "the greatest possible
flexibility" in structuring energy conservation agreements so
that the economic benefits may be maximized and "other costs
associated with the design and construction of alternate energy
projects may be minimized" . Such projects do not require a
formal bid process, but do require a public hearing to determine
that proceeding with the conservation project will be in the
best interest of the public agency.
All three buildings have lighting systems which are old and
require high maintenance. By replacing this equipment by the
end of the calendar year, the County will be eligible for PG&E
energy rebates estimated to be approximately $36,000 . The
annual saving on electrical costs is estimated to be $42,000 for
the three buildings.
