EXPRESS the Board' s appreciation to staff from all of the departments which have cooperated in making it possible to open the services integration centers in North Richmond and Bay Point and actually move forward to make services integration a reality. 2 . THANK all of the departments and agencies which are members of the Policy Academy for their cooperation in including as members of the Policy Academy youth and other groups as previously outlined by the Board of Supervisors . 3 . REQUEST the County Administrator' s Office to report again to our Committee on November 28, 1994 on the status of Services Integration, the Policy Academy and the Family Maintenance Organization. BACKGROUND: On September 13, 1994 , the Board of Supervisors approved a report from our Committee which included the following recommendations relating to the Policy Academy: 1 . CONCUR in the general direction for the Policy Academy implied by the Mission Statement and statement of Major Responsibilities in the attached memo from the Policy Academy. REQUEST the Policy Academy to prepare a Work Plan outlining their proposed activities and present it to the Internal Operations Committee as soon as it is completed. 3 . CONCUR in general with the proposed composition of the Policy Academy, but, request that the Policy Academy consider making the following additional changes in its composition: A. That one of the consumer seats be designated for a youth. B. That one seat be added for a youth, to be appointed by the County Youth Commission. C. That the youth on the Policy Academy be entitled to appoint an alternate to represent them when they are unable to be present at meetings . D. That an employee organization seat be added to the Policy Academy. E. That the Policy Academy consider adding a law enforcement seat representing city police agencies, appointed by the Police Chiefs ' Association. 4 . REQUEST the Policy Academy to report further to our Committee on October 10, 1994 following their consideration of these and additional changes to the composition of the Policy Academy. On October 10, 1994 our Committee met with staff from the County Administrator' s Office and several County departments, as well as members of the Policy Academy. Sara Hoffman from the County Administrator' s Office noted that the Services Integration sites had both opened and were functioning. The AB 1741 application was submitted to the State on time. Staff is now working on a new initiative for the Richmond Center. This application is due to the State on November 17, 1994 and deals with juvenile crime prevention. The Bay Point Services Integration site is working closely with the Mt. Diablo Unified School District, as was described to our Committee by Richard Clark from the school district. This is providing an opportunity for school staff and the services integration staff to meet together and discuss strategies for addressing the complex needs of specific families from the target area. Karen Mitchoff from Supervisor DeSaulnier' s Office described the recruitment efforts which are underway by the Policy Academy, which has taken to heart the specific suggestions which were made by the Board of Supervisors . The Policy Academy is currently recruiting for members and will hold its first meeting under its expanded membership on November 3, 1994 . We are extremely pleased with the progress which has been made in the areas of Services Integration, the Policy Academy and the Family Maintenance Organization. These are important concepts which point to whole new ways in which to address the needs of the community and specific families in the community.
