COMMITTEE FROM: :' Costa October 10, 1994 County�"�' DATE: _C(5 APPOINTMENT TO DEVELOPMENTAL DISABILITIES AREA BOARD V SUBJECT: SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPOINT to Developmental Disabilities Area Board V to complete an unexpired term ending December 31, 1996 to replace Claudia Bass : Grace Mina-Navalta 236 Amberleaf Way Brentwood, CA 94513 BACKGROUND: There are area boards established on a regional basis throughout the State of California to insure that the legal, civil .and service rights of the developmentally disabled individuals are guaranteed and monitored. Area Boards are charged by State law with protecting and advocating for the rights of all persons in the area with developmental disabilities — The Area Board has the authority to pursue legal, administrative, and other appropriate remedies to insure the protection of the legal, civil, and service rights of persons who require services or who are receiving services in the area (Welfare and .Institutions Code S 4590) . The Area Board which includes Contra Costa County has 15 members; each of the five counties appoints two individuals and the Governor appoints five individuals . The term of one of the County' s appointees ended December 31, 1993 and the individual asked not to be reappointed. Grace Mina-Navalta DEPUTY I .O.-7 The County' s Developmental Disabilities Council has sought out and is recommending the appointment of Grace Mina-Navalta of Brentwood to this vacant seat on Area Board V. Attached is background information which Ms . Mina-Navalta has provided to our Committee. On October 10, 1994, our Committee had the opportunity to interview Ms . Mina-Navalta. She is clearly committed to the need of the developmentally disabled and will be a significant advocate for their rights and needs . We are pleased to concur with the recommendation of the Developmental Disabilities Council and recommend that the Board of Supervisors appoint Ms . COVI July 11, 1994 TO: Board of Supervisors, Contra Costa County FROM: Cecily Purcell, Chairperson 4��1Lct Developmental Disabilities Council Contra Costa County SUBJECT: RECOMMENDATION FOR THE APPOINTMENT OF GRACE MINA-NAVALTA TO THE AREA DEVELOPMENTAL DISABILITIES BOARD 5 The Developmental Disabilities Council is recommending Grace Mina-Navalta to fill the Board of Sueprvisor' s appointment vacancy to Area Developmental Disabilities Board 5 . Mrs. Navalta will fill a 2% year term from July 1994 to December 1997 . Mrs . Navalta is the parent of a young child with disabilities. As such, she can provide important insight and practical infor- mation to the Area Board. She has recently participated in a Partners in Policymaking training and will bring these additional skills to her appointment . We feel she will represent Contra Costa County extremely well . PERSONAL HISTORY: I am the mother of a two year old little girl with developmental delays. My daughter, Arianna, was born premature and has been receiving services for the past 2 years. I believe my experience with worldug within the system to receive services and my empathy for special needs children and their families would be valuable assets to bring to Area Board Five. I am committed to finding the programs and services that would enable my daughter to live up to her fullest potential, and I would like to serve on the board to advocate for others with disabilities so they may also receive what they need to live their lives to its fullest potential. As a board member, I would hope to accomplish the the following: - Obtain the needed programs and services for consumers. - Provide training for consumers and their families on how to advocate for themselves to receive services. - Improve relations between the general public and those with special needs. - Influence legislation to improve the quality of life of the disabled.
