APPOINTMENTS TO THE HOMELESS ADVISORY COMMITTEE
SUBJECT:
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . APPOINT to the vacant "Consumer" seat on the Homeless Advisory
Committee, to complete an unexpired term ending March 1, 1995 :

2 . DECLARE vacant the "Citizen" seat occupied by Rabbi Arek W.
Ascherman, in view of the fact that Rabbi Ascherman has moved
to Israel .
3 . DECLARE vacant the "Voluntary Organization" seat occupied by
Frances Greene, who is reported to have resigned due to the
press of her other activities .
4 . APPOINT to the vacant "Voluntary Organization" seat, effective
November 1, 1994, replacing Frances Greene, to complete an
unexpired term ending March 1, 1996 :

5 . DIRECT the County Administrator to issue a press release
soliciting applications for the Homeless Advisory Committee
and undertake a broad recruitment for applications for the
Homeless Advisory Committee.

6 . AUTHORIZE the Internal Operations Committee to undertake such
screening and interviewing as it deems appropriate and return
to the Board of Supervisors with recommendations for
appointments to the Homeless Advisory Committee.
BACKGROUND:
The Homeless Advisory Committee consists of 24 members in several
different categories, including "Advocates" , "Business" ,
"Citizens" , "Consumers" (homeless or formerly homeless) ,
"Providers" of services to the homeless, "Voluntary Organizations" ,
a representative from the Legal Services Foundation, and
representatives from the cities . There are currently 9 vacancies,
including the two noted above, resulting from either resignations
or expiration of terms of office, 3 from cities, one each in the
categories of "advocate" , "business" , "consumer" , "voluntary
organizations" , and two in the "citizen" category. The Homeless
Advisory Committee has recommended appointments to some of these
vacancies . There are also several other applications pending.
On October 10, 1994 our Committee met with Mary Lou Laubscher and
Susan Prather, members of the Homeless Advisory Committee. Ms .
Prather urged that we undertake a broad-based recruitment effort to
solicit applications for the Homeless Advisory Committee.
We are prepared to recommend appointments to two of the vacancies
today. We will interview those individuals who have already
applied as well as any others who apply as a result of the
recruitment effort and will make recommendations to fill those
vacancies as soon as we are able to complete the interviews .
