SUBJECT: APPOINTMENT ' TO THE CONTRA COSTA MOSQUITO AND VECTOR CONTROL
DISTRICT'S BOARD OF TRUSTEES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPOINT to the Contra Costa Mosquito and Vector Control District's
Board of Trustees, replacing Patricia Bello, for a four year term
ending January 2, 1998 :

BACKGROUND:
The Mosquito and Vector Control District is governed by a 21 member
Board of Trustees which includes one representative from each city
in the County and three representatives from the County appointed
by the Board of Supervisors .
The District has historically been responsible for mosquito
abatement activities in the County. In addition, the Board of
Supervisors recently agreed to transfer to the District the
responsibility for vector control, which had previously been the
responsibility of the County' s Environmental Health staff.
The term of one of the County' s representatives, Patricia Bello,
expired January 2, 1994 and she indicated that she did not wish to
be reappointed. The General Manager, Chuck Beesley, has pointed
out that Mrs . Bello' s replacement must be from East County. On
August 8, 1994 , our Committee interviewed the one applicant we were
aware of . Subsequent to our having interviewed this individual, we

learned from Supervisor Torlakson' s Office that he had additional
applications and had interviewed those applicants as well as the
individual we interviewed. Supervisor Torlakson has provided us
with his recommendation for an appointment.
Mr. Thomas appears to be well qualified and interested in the work
of the Mosquito and Vector Control District. We are, therefore,
recommending his appointment to the Board of Trustees of the
District.
