Martinez, Executive Director DATE: October 18, 1994 SUBJECT: STATE EMERGENCY HOUSING AND ASSISTANCE PROGRAM (EHAP) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION:: A. ADOPT RESOLUTION NO. 3727 supporting a request for funding to the State Department of Housing and Community Development (HCD) for the Emergency Housing and Assistance Program (EHAP) Round I funding for Contra Costa 's . homeless shelter programs for emergency shelter operating expenses and capital costs- and for transitional housing capital costs. B. AUTHORIZE AND' DIRECT the Executive Director, or Acting Executive Director, of the Housing Authority of the County of Contra Costa to accept any State Emergency Housing and Assistance Program grant and enter into a contract and any amendment thereto with the California Department of Housing and Community Development, and to perform any and all responsibilities in relationship to such contract. II. FINANCIAL IMPACT: No General Funds are involved. Funds received from the State Emergency Housing and Assistance Program will be used for the emergency shelter program operating costs and for site rehabilitation at the Brookside Shelter and at. Mt. View House. III. REASONS FOR RECOMMENDATION/BACKGROUND: On September 2, 1994 the Contra Costa County Emergency Food and Shelter Program Local Board notified the: Housing Authority that it had recommended to the State Department of Housing and Community Development (HCD) that the Housing Authority receive a contract for EHAP Round I funding in the amount of $35,000. The Local Board recommendations were sent to the EHAP Contract Manager on September 16, 1994 for confirmation. The Housing Authority should receive written confirmation of the award for HCD and a standard service agreement within 30 days. The State requires a Governing Board Resolution for the execution of this contract. In anticipation of the receipt of the standard service agreement with the State, we are preparing the additional required documents so that the contract can be completed and become effective as quickly as possible. OCT 18 1994 ATTESTED _ PHIL BATCHELOR, CLERK OF THE BOARD OF COMMISSIONERS AND COUNTY ADMINISTRATOR BY , DEPUTY _1 THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3727 AUTHORIZING APPLICATION AND ACCEPTANCE OF GRANT FUNDING UNDER THE EMERGENCY HOUSING AND ASSISTANCE PROGRAM AND AUTHORIZING THE EXECUTION OF CONTRACTS AND OTHER NECESSARY DOCUMENTS WHEREAS, the State of California, Department of Housing and Community Development, Division of Community Affairs, issued a NOTICE OF FUNDING AVAILABILITY under the EMERGENCY HOUSING AND ASSISTANCE PROGRAM; and, WHEREAS, the Housing Authority of the County of Contra Costa is a nonprofit corporation and is willing to accept the grant; and, WHEREAS, if the Housing Authority of the County of Contra Costa receives a grant from the Emergency Housing and Assistance Program, it certifies that all uses of the funds will be in compliance with Emergency Housing and Assistance Program Regulations and Contract; NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Board of Commissioners of the Housing Authority of the County of Contra Costa hereby authorizes the Executive Director or Acting Executive Director to apply for and accept the grant in the amount of not more than maximum amount permitted by law nor less than $-0- to enter into a contract and any amendment thereto with the Department of Housing and Community Development to perform any and all responstbi•lities in relationship to such contract. 2. If the application authorized by this resolution is approved as a multi-agency application, the Executive Director or Acting Executive Director is authorized to and will execute contracts and other documents necessary to implement its responsibilities as a lead agency under the State contract. 3. If the application by this resolution is not approved as an application by a participating agency under a subcontract with a lead agency, the Executive Director or Acting Executive Director is authorized to and will execute such subcontracts and other documents necessary to implement responsiblities as a participating agency under State contract and subcontractors.
