SUBJECT: Community Development Block Grant Project Agreement for the
Opportunities for People and Employees Now Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment, or his designee to
execute Project Agreement 20-76 with Rubicon Programs, Inc. , to
provide $85,500 in FY 1994/95 Community Development Block Grant (CDBG)
funds for the Opportunities for People and Employees Now Project.
FISCAL IMPACT
No General Funds are involved. Funds for this project are from FY
1994/95 CDBG funds provided to the County by the U.S. Department of
Housing and Urban Development (HUD) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 15, 1994, the Board of Supervisors approved the allocation
of $3 . 7 million in FY 1994/95 .CDBG funds, including $85,500 for the

Opportunities for People and Employees Now (OPEN) Project sponsored
by Rubicon Programs, Inc. The purpose of the OPEN Project is to
provide employment opportunities for low-income residents of North
Richmond through a supported employment model . North Richmond
residents will be recruited through referrals from Neighborhood
House of North Richmond, the County Housing Authority, the GAIN
Program (Department of Social Services) , and Verde School . It is
anticipated that the majority of participants will be AFDC
recipients . Program participants will receive required support
services, including childcare, health services, and social
services, and will be enrolled in a job readiness course prior to
placement in a supported employment position with a participating
business . Businesses will be recruited into the program by the
Contra Costa County Redevelopment Agency and Rubicon.
In implementing the OPEN program, Rubicon will :
o contract with local businesses to fill a specific job function
with OPEN Program participants;
o provide pre-employment screening and training of prospective
employees;
o provide additional onsite training and job counseling; and
o guarantee work performance for a three month transitional
employment period.
At the end of the transitional employment period, employee
participants will either be hired by the employer at the supported
employment site, placed in another job with the assistance of
Rubicon' s job placement services, hired by Rubicon, or continued in
Rubicon' s advanced training program. Successful implementation of
this project will result in the enrollment of 40 North Richmond
residents into the program, with an anticipated 30 successful
completions and placements into permanent jobs .
