Rubicon will use CDBG and additional resources to provide job development and placement services to the target population, and to assist businesses in obtaining the financial resources needed to hire disadvantaged workers (e.g. , tax benefits) . Clients are referred to the Building Bridges Program through the County homeless shelters, the Department of Rehabilitation, and through Rubicon social service programs . Each client is evaluated with regard to job training and social service needs and placed in appropriate programs . In addition, Rubicon works with area businesses to develop financial resources to support additional employment opportunities which can be filled by the target population and matches these opportunities with their clients .
