SUBJECT: Community Development Block Grant Project Agreement for the Building
Bridges Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment, or his designee to
execute Project Agreement 20-77 with Rubicon Programs, Inc. , to
provide $81, 000 in FY 1994/95 Community Development Block Grant (CDBG)
funds for the Building .Bridges Project.
FISCAL IMPACT
No General Funds are involved. Funds for this project are from FY
1994/95 CDBG funds provided to the County by the U.S. Department of
Housing and Urban Development (HUD) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 15, 1994, the Board of Supervisors approved the allocation
of $3.7 million in FY 1994/95 CDBG funds, including $81,000 for the

Building Bridges Project sponsored by Rubicon Programs, Inc. The
purpose of the Building Bridges Project is to increase job
opportunities for very-low income residents of Contra Costa County,
including the homeless, mentally and physically disabled, and
economically disadvantaged. Rubicon will use CDBG and additional
resources to provide job development and placement services to the
target population, and to assist businesses in obtaining the
financial resources needed to hire disadvantaged workers (e.g. , tax
benefits) . Clients are referred to the Building Bridges Program
through the County homeless shelters, the Department of
Rehabilitation, and through Rubicon social service programs . Each
client is evaluated with regard to job training and social service
needs and placed in appropriate programs . In addition, Rubicon
works with area businesses to develop financial resources to
support additional employment opportunities which can be filled by
the target population and matches these opportunities with their
clients . During FY 1994/95, Rubicon anticipates enrolling 320
County residents in Building Bridges vocational training and
service programs . Based on previous program experience, an
estimated 100 of these individuals will be placed in jobs with
County businesses at an average program cost of less than $2,000
per job.

Total Budget $181,000
County CDBG funds will be used to support the Building Bridges
Employer Resource Specialist and Job Development Staff. Matching
funds will support the Job Placement Coordinator.
