SUBJECT: Community Development Block Grant Project Agreement for the In-Home
Care Registry and Training Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment, or his designee to
execute Project Agreement 20-75 with Family and Community Services of
Contra Costa to provide $64,800 in FY 1994/95 Community Development
Block Grant (CDBG) funds for the In-Home Care Registry and Training
Project.
FISCAL IMPACT
No General Funds are involved. Funds for this project are from FY
1994/95 CDBG funds provided to the County by the U.S . Department of
Housing and Urban Development (HUD) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 15, 1994 , the Board of Supervisors approved the allocation
of $3 . 7 million in FY 1994/95 CDBG funds, including $64,800 for 'Fie

In-Home Care Registry and Training Project sponsored by Family and
Community Services of Contra Costa. The purpose of this project is
to create jobs for low-income individuals and assist elderly and
disabled populations through the training and placement of in-home
care workers . In implementing this project, Family and Community
Services will :
o conduct outreach through the Employment Development
Department, the media, community service agencies and other
relevant means to identify lower-income individuals in need of
employment and interested in becoming qualified in-home care
workers;
o provide employment screening, job skills development, and
specialized training for in-home care workers, including
training required to care for HIV/AIDS clients;
o conduct outreach to identify job placements with elderly and
disabled households in need of in-home care and assistance;
and
o maintain a job registry and placement service for qualified
in-home care workers .
Successful implementation of this project will provide a double
benefit: lower income individuals will receive job training and
increased employment opportunities; and disabled and elderly
households will receive assistance needed to maintain an
independent living status in a safe environment. During the
current program year, Family and Community Services anticipates
that 250 to 300 County residents will receive in-home care training
and an estimated 300 lower income individuals will be placed in
jobs assisting disabled and elderly households in Contra Costa.
The proposed annual operating budget for this project is $93,400,
including $64 , 800 in FY 1994/95 CDBG funds, $3, 000 in FY 1993/94
CDBG carryover funds, $21,000 in Contra Costa County Ryan White
Funds, and $4,500 in City of Walnut Creek funds .
