with SEIU Local 535 - Rank & File Unit ) Resolution No. 94/ 509
1. The County and SEIU Local 535 - Rank& File Unit having negotiated in good faith
and agreed upon terms and conditions of employment for the period October 1,
1993 through September 30, 1995;and,
2. The County Administrator having submitted the attached Letter of Understanding
dated August 31; 1994 signed by representatives of the County and Local 535
which summarizes all agreements for the contract period noted above; and,
3. The Board having thoroughly considered the Agreement, NOW THEREFORE:
The Contra Costa County Board of Supervisors in its capacity as governing Board of the
County of Contra Costa, and all districts of which it is the ex officio governing Board,
RESOLVES THAT:
Effective October 1, 1993 the Letter of Understanding with Local 535 attached hereto
inclusive of attachments is adopted.

Dear Mr. Peaslee,
This letter of Understanding between Contra Costa County and Social Services Union,
Local 535 (Rank & File Unit) reflects all negotiated agreements reached between the
parties on terms and conditions of employment solely affecting Social Services Union,
Local 535 (Rank & File Unit) and other agreements on Countywide issues, including
wage and health benefit adjustments, negotiated through the Contra Costa Labor
Coalition.
These understandings will be memoralized in a comprehensive Memorandum of
Understanding covering.the period of October 1, 1993 through September 30, .1995,
which will be signed by the parties and recommended to the Board of Supervisors for
approval.
1. Unit Issues Specific to Social Services Union, Local 535 (Rank & File Unit)
1 . Section 32.4 of the MOU is amended to read "...Evaluations will also be
made when an employee or supervisor terminates, or when an employee
or supervisor is reassigned to another unit and more than three four
months have elapsed since the last written evaluation."
2. Section 36.3 and 36.6 of the MOU are amended as stated in Attachment
A.
3. Section 37b is amended to read "... After any internal moves in a
building have been made in accordance with Step 1 , further vacant
authorized positions in buildings shall be alternately bid to the appropriate
class in all offices for a three-day four-day period or certed from the
appropriate Eligible List."
II. Wage and Health Benefit Adjustments
All Wage and Health Benefit provisions contained in the January 13, 1994 Side
Letter between Contra Costa County and the Contra Costa Labor Coalition
which was adopted by the Board of Supervisors on January 18, 1994 are
included.

To SEIU Local 535 8/4/94:
*New Section 36.3: The expanded Workload Committee, consisting of designees from all
represented employee organizations in the Social Service Department, and management staff
appointed by the Director, shall continue through the end of this current agreement, and may
continue thereafter if mutually agreed by the parties. The process, as outlined in the 1993 Pilot
Agreement, shall also continue, and to facilitate the process and mutual goal of issue resolution,
may be reviewed during this agreement with the Director if so requested by the Union.
Matters concerning increases or decreases in the relative level of work assigned to employees
covered by this agreement shall be brought for consideration to the Workload Committee. The
committee will review the matter at the next scheduled meeting and will endeavor to reach
concensus and make a determination by its next regularly scheduled meeting. If the committee is
unable to reach a concensus as to a proposed workload adjustment, the matter will be referred to
the Director for decision. The Union may then request a special meeting with the Director to be
held within 7 working days of the last workload meeting in order to directly provide input related
to a workload adjustment. The currently implemented Work Group Reports shall continue, unless
modified by consensus of the Workload Committee.
Upon written request of either party on or after November 18, 1994, this Agreement shall be
reopened with respect to Section 36.3.
*Delete Current Section 36.3
*Modify Section 36.6 as follows: "Issues may also be referred..."
*Delete Section 36.9
