SUBJECT: Assembly Bill 51 (Costa)
SPECIFIC REQUEST(S).OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
Recommendation:
Endorse AB51, which would allow local governments, to work together to
develop, affordable housing and' to share the credits toward regional
shares from these endeavors.
Background:
Assemblyman Costa has introduced Assemply Bill 51 which would .allow local
governments to work together to develop affordable housing and- to 'share
the credits toward regional..housing shares for these endeavors . . For
several. years, the Cities of San .Ramon, .Danville, Dublin, Pleasanton and
Livermore, as well- as Contra Costa and Alameda Counties, have worked. ,to
. . promote this type of legislation. Pleasanton is currently involved with
the Cities. of Dublin and Livermore, to develop a'.12=unit joint transitional
housing project for battered. wives . Participation. in projects of this type
justify the receipt of credit toward. regional affordable housing shares as
would probably .be permiteed '.by AB51. The City of Pleasanton has asked
Governor Pete Wilson to sign AB51.-which would promote regional cooperation
among local governments, and boost the supply. of much needed .affordable
housing , in California.

recommendation since the Governor signed AB 51 (Costa), Ehapter 1237 ,
Statutes of 1994 .
