RUFF, SHERIFF—CORONER 'r Costa ' County DATE: September 27, 1994 � sr � r SUBJECT: CONTRACT:WI.TH. CANTEEN_COMPANY SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Approve and authorize Sheriff-Coroner to execute, on behalf of the County Inmate Welfare Fund, a five year contract with Canteen Company for a 26.0% commission on all vending and commissary sales to inmates in the county adult detention facilities. II. FINANCIAL IMPACT No financial impact to county general fund. Contractor agrees to pay a 26.0% commission on vending and commissary net sales to the County Inmate Welfare Fund. This should result in no negative impact to the County Welfare Fund. III. REASONS FOR RECOMMENDATION Under the terms of this contract the Sheriff-Coroner retains ultimate and ongoing control over the operation of vending and commissary sales to inmates while relieving staff of the daily operational functions of this service. Money in the County Inmate Welfare Fund is expended primarily for the benefit, education and welfare of the inmates confined within the county's adult detention facilities. An itemized report of such expenditures is submitted annually to the Board of Supervisors and includes such items as recreational equipment, library books, chaplain-interns, Friends outside services, transportation home for indigent inmates upon release, educational video tapes, etc. These items are important to the inmates and to the operation of our adult detention facilities and would have to be provided out of county funds if it were not for the County Inmate Welfare Fund. IV. CONSEQUENCES OF NEGATIVE ACTION Sales of sundry items such as candy, cookies, toiletries, postage stamps, etc. have grown in proportion to the growth of the inmate population in the county's adult detention facilities.
